The Committee meeting was held in the Council Chambers and convened at 1:30 p.m.

B. Review of Work Plan

Councilmember Arjun Batra requested information on the status of the memorandum submitted to the Rules and Open Government Committee regarding a Study Session on the prevention of illegal fireworks.
Lee Wilcox, Assistant City Manager, Office of the City Manager, provided a status update.

D. Reports to Committee
1. Fourth Quarter Financial Reports for Fiscal Year 2023-2024.
Rick Bruneau, Director, Finance; John Kachmanian, Deputy Director, Finance; and Albie Udom, Deputy Director, Finance, offered the presentation and responded to questions.

Action: Upon motion by Councilmember Omar Torres,seconded by Vice Mayor Rosemary Kamei, and carried unanimously, the Committee accepted the Fourth Quarter Financial Reports for Fiscal Year 2023-2024 for the following programs: (a) Debt Management; (b) Investment Management; (c) Revenue Management; and (d) Purchasing and Risk Management; and cross-referenced the item to the September 10, 2024 City Council meeting for full adoption. (5-0-0)
2 2. Police Department Recruitment and Hiring Activity Annual Report.
Mike Bui, Lieutenant, Police Department; and Brian Shab, Deputy Police Chief, Police Department, offered the presentation and responded to questions.

Action: Upon motion by Councilmember Arjun Batra, seconded by Councilmember Omar Torres, and carried unanimously, the Committee accepted the annual report on the Police Department sworn and communications personnel recruitment and hiring activity for Fiscal Year 2023-2024, including recruiting climate, communication/marketing activities and analysis, qualified applicant pool diversity, resignation data, sworn demographic data by rank, and effectiveness of enhanced recruitment measures. (5-0-0)
3. Crime Prevention Status Report.
Sandra Garcia, Crime Prevention Unit Supervisor, Police Department; Nancy Rueda, Crime Prevention Specialist, Police Department; and Brian Spears, Police Captain, Police Department, offered the presentation and responded to questions.

Action: Upon motion by Councilmember Arjun Batra, seconded by Councilmember Omar Torres, and carried unanimously, the Committee accepted the status report on the Police Department Crime Prevention Unit’s current and planned activities. (5-0-0)
