CSO Pham was tragically killed in a suspected drunk driving incident while on duty on August 3, 2024. The vigil was held at the Vietnamese Heritage Garden and was sponsored by Councilmember Bien Doan. The event provided an opportunity for the community to gather, honor Pham’s memory, support his family, friends, and colleagues, and mourn this tragic loss.
