JOINT MEETING OF THE RULES AND OPEN GOVERNMENT COMMITTEE AND
COMMITTEE OF THE WHOLE
SAN JOSÉ, CALIFORNIA WEDNESDAY, OCTOBER 9, 2024
The Committee meeting was held in the Council Chambers, and convened at 2:00 p.m.
Present: Councilmembers - Davis, Jimenez, Foley, Cohen.
Absent: Councilmembers - Kamei.
Staff: Assistant City Manager, Lee Wilcox; Assistant City Clerk, Joy Rodriguez; Assistant City Attorney, Kevin Fisher; City Manager’s Office, Rachelle Blattman; and Deputy City Clerk, Daniel Aguilar.
A. City Council (City Clerk)
1. Review October 15, 2024 Final Agenda. – Meeting Cancelled.
2. Review February 4, 2024 Draft Agenda
a. Add New Items to Draft Agenda
b. Assign "Time Certain" to Agenda Items (if needed)
c. Review of Notice of Waiver Requirements for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Councilmember Dev Davis, seconded by Councilmember Sergio Jimenez, and carried unanimously, the Committee approved the February 4, 2024 Draft Agenda, including the 6:00 p.m. evening session. (4-0-1; Absent: Kamei)
B. Consent Calendar
Public Comment: None provided.
Action: Upon motion by Councilmember Pam Foley, seconded by Councilmember Dev Davis, and carried unanimously, the Consent Calendar was approved as a whole. The below actions were taken as indicated. (4-0-1; Absent: Kamei)

2. Release Date for Study Session. (City Manager)
The release of date held for a Study Session on Friday, November 15, 2024 was approved.
3. Monthly Report of Activities for September 2024. (City Auditor) The Auditor’s Office Monthly Report of Activities for the month of September 2024 was approved.
4. Set General Plan Hearing Second Review Cycle for October 22, 2024. (Planning, Building, and Code Enforcement)
A General Plan Second Review Cycle of 2024 for a City Council hearing beginning on the afternoon of October 22, 2024, to consider a City-initiated General Plan amendment was set.
