ITEM: 10.3
TO: HONORABLE MAYOR
AND CITY COUNCIL
FROM: Mayor Matt Mahan

Councilmember David Cohen

SUBJECT: SEE BELOW DATE: 10/18/24
APPROVED:
SUBJECT: PDC22-008, T22-034, PD22-021 & ER22-237 - Planned Development Rezoning, Vesting Tentative Map, and Planned Development Permit for Certain Real Property Located at 3464 Ambum Avenue
RECOMMENDATION
Accept staff recommendation with the following modifications to the conditions of approval:
1. Add a condition requiring the applicant to modify the Landscape Plan to include species that survive well in the area and maximize shading and screening.
2. Add a condition to minimize the loss of neighborhood privacy by strategically planting shading and screen foliage between the development and the surrounding neighborhood.
ANALYSIS
The site occupies a hill overlooking the surrounding neighborhood and the site plans call for balconies at the new development. The combination of these two details reduces the privacy for nearby residents. To mitigate this impact, the developer should make adjustments that effectively preserve the neighborhood’s privacy and help us prevent any substantial loss in the neighborhood's quality of life. We agree with staff’s recommendation and propose additional measures to enhance screening and shading through strategic new plantings.
