EXHIBIT A

Bus Bulb-Out Installations on Senter Road

PROJECT CONTEXT

• City of San José (“City”) was awarded $10,000,000 through Assembly Bill 178 and dedicated $1,429,000 of local funding to implement multimodal safety improvements along Senter Road. The city then sought additional funding to deliver bus stop improvements that were part of an initial corridor safety study but underfunded through the earmark.
• City worked with Valley Transportation Authority (“VTA”) to identify bus stops along Senter Road with the greatest desire for upgrades. Both agencies collaborated to recommend bus stop improvements based on tiers. Tier 1 locations have the greatest need for upgrades, and Tier 2 have second priority. o Tier 1 (3 intersections): Senter Road & Tully Road, Senter Road & Needles Drive, and Senter Road & Singleton Road
o Tier 2 (2 intersections): Senter Road & Lewis Road and Senter Road & San Gregario Way
• City was awarded $4,028,000 through the MTC Bus Accelerated Infrastructure Delivery (“BusAID”) Program. The City also applied for $1,847,755 in Low Carbon Transit Operations Program (“LCTOP”) funding thru VTA from Caltrans.

LCTOP funding is limited to the construction phase and is expected to be awarded later in 2024.
• The “Bus Bulb-Out Installations on Senter Road” project (“Project”) refers to bus stop improvements funded by the BusAID program. This Project will install bus bulb-outs at 3-5 intersections on Senter Road. Specific intersections delivered are dependent on the award of LCTOP funding. If City is not recommended for NVF:MDT:AHT

LCTOP funding, it will utilize BusAID funds for Tier 1 intersections. If City is recommended for BusAID funding, it will extend improvements to Tier 2 intersections.

SCOPE OF WORK
• Funding will be utilized for the design and construction of traffic safety improvements at these intersections. Specifically, this includes protected intersections with raised bikeways, bus bulb-outs, traffic signal modifications, lighting upgrades, and bus shelters. All work will be done in City’s right-of-way. o Deliverable: PS&E design documents
• Develop and implement a Project Evaluation Plan
o Deliverable: Project Evaluation Plan
o Proposed performance measure:
▪ Transit vehicle’s average delay (sec)
▪ Average time to serve stop, including re-entering traffic (sec) o Data Collection:
▪ Pre-project data will be collected approximately 3-6 months prior to bulb-out installation.
▪ Post-project data will be collected one year following pre-project data to control for seasonal variation in traffic conditions.
