The Community and Economic Development Committee of the City of San José was held in the Council Chambers. The meeting convened at 1:30 p.m.
Present: Councilmembers - Foley, Kamei, Jimenez, Ortiz, Batra.
Absent: Councilmembers - None.

1. Tenant Protection Ordinance Audit Report
(a) Accept a report on the Tenant Protection Ordinance audit. (b) Cross reference this item to the November 19, 2024, City Council meeting.
Joe Rios, City Auditor, Auditor’s Office; Alison Pauly, Supervising Auditor, Auditor’s Office; Hiwad Haider, Program Auditor, Audito’s Office; Maria Valle, Program Auditor, Auditor’s Office; Emily Hislop, Division Manager, Housing Department; and Erik Solivan, Director, Housing Department offered the presentation and responded to questions.

Action: Upon motion by Councilmember Arjun Batra, seconded by Vice Mayor Rosemary Kamei, and carried unanimously, the Tenant Protection Ordinance Audit Report was accepted, and cross referenced to the November 19th, 2024 City Council Meeting, including the staff request to explore and report the automation of retrieving data value and integrity. (5-0-0)
2. 2026 Major Events Status Report
Accept the status report on planning to facilitate marketing, sponsorships, local special events, and other activities for the 2026 destination sports events and cross-reference the item for the City Council regular meeting on November 19, 2024. (Planning, Building and Code Enforcement/Economic Development and Cultural Affairs)
Rosalynn, Hughey, Deputy City Manager; Nanci Klein, Director, Office of Economic Development and Cultural Affairs (OEDCA); Kerry Adams-Hapner, Assistant Director, OEDCA; Blage Zelaich, Deputy Director, OEDCA; John Poch, Executive Director, San Jose Sports Authority offered the presentation and responded to questions.

Action: Upon motion by Vice Mayor Rosemary Kamei, seconded by Councilmember Arjun Batra, and carried unanimously, the 2026 Major Events Status report was accepted and cross referenced to the November 19th, 2024 City Council Meeting. (5-0-0)
3. Local/Small Business Contracting Participation Annual Report Accept the annual report on City contracting with local small business for Fiscal Year 2023- 2024. (Finance)
Albie Udom, Deputy Director, Finance Department and Fletcher Barnes, Program Manager, Finance Department offered the presentation and responded to questions.

Action: Upon motion by Vice Mayor Rosemary Kamei, seconded by Councilmember Arjun Batra, and carried unanimously, the Team San José Semi-Annual unaudited performance status report was accepted. (5-0-0)
