Dear Honorable Mayor and City Councilmembers,
On behalf of the San Jose Downtown Association, I am writing to express our strong support for the City of San Jose’s proposed Innovative Project Pathway (Pathway Program). This initiative represents a meaningful step toward streamlining approvals for transformative development projects, particularly those that provide extraordinary benefits to our community.
The Pathway Program’s structured approach will bring much-needed clarity and efficiency to the approval process for innovative projects that advance the City’s goals. By welcoming projects that require amendments to general plan text, zoning code uses, or development standards, the Pathway Program will support developments that align with San Jose’s ambitions for fiscal health, job creation, housing production, and sustainability—key priorities for our downtown growth and vibrancy.
The initial focus on the Downtown Growth Area is critical. This emphasis on downtown development will help attract innovative businesses and projects that can stimulate economic activity, boost employment, and enhance the quality of life for residents and visitors alike. We are confident that the Pathway Program will drive investments that make downtown San Jose a model of sustainable, inclusive growth.
The San Jose Downtown Association is excited to support this forward-thinking program, and we look forward to collaborating with the City and other stakeholders to make the Pathway Program a success. Thank you for your commitment to San Jose’s future, and please consider us a partner in realizing the transformative potential of this initiative.
Sincerely,
Alex Stettinski
CEO of the San Jose Downtown Association

Dear Mayor and Councilmembers,
I am writing on behalf of the Silicon Valley MEPS to express our support for the San Jose Innovative Project Pathway Program.
The Silicon Valley MEPS is a coalition of skilled building and construction trades unions including the Sheet Metal Workers Local 104, UA Local 393 (plumbers, steamfitters, and HVAC/R service technicians), IBEW Local 332, and Sprinkler Fitters Local 483. We are the largest affiliates of the Santa Clara and San Benito County Building and Construction Trades Council.
Our unions partner with developers and contractors on the area’s housing, industrial and commercial projects. As highly skilled workers, our members help deliver projects that are on time and budget. We are proud that many of our members live here in San Jose and of our work to improve our city.
Additionally, we provide career pathways into good-paying union jobs for the local community through our pre-apprenticeship and apprenticeship programs.

We all know that San Jose desperately needs more housing and that to achieve our vision of a thriving downtown we need to attract more residents. We also know that our City needs more jobs, specifically jobs that pay living wages, offer meaningful benefits such as health care and retirement, and give workers a voice on the job. Unfortunately, in the residential market, this is rarely the case.
We believe that San Jose’s current regulations make the economics very difficult for developers to achieve these twin goals of building housing and creating high-quality jobs. To accomplish this, developers, unions, and city planners have to be creative. And that is why we support the Innovative Pathway Program. This program will enable San Jose to consider large and unconventional proposals that meet these overarching goals, all the while maintaining the same public planning processes that ensure the necessary oversight.
We urge your adoption and look forward to bringing world class proposals forward with our developer partners.
Respectfully yours,
Doug Bloch
Silicon Valley MEPS
