SUBJECT: Memorandum of Agreement with County of Santa Clara and the San José Earthquakes for the Development of Public Soccer Fields at the Santa Clara County Fairgrounds.

RECOMMENDATION

Accept staff’s recommendation authorizing the Administration to negotiate and execute an agreement and related documents with the County of Santa Clara and the San José Earthquakes for the development of public soccer fields at the Santa Clara County Fairgrounds.

BACKGROUND

Based on a community needs assessment, San Jose has a deficit of nearly 50 publicly accessible soccer fields.

The partnership with Santa Clara County and the San José Earthquakes will bring four new public soccer fields to the community, expanding recreational access, especially for youth. This agreement not only reserves 250 hours of free field time for underserved groups but also promises economic benefits, with estimated annual TOT revenue of $700,000 once tournaments kick off at the Public Soccer Fields and Earthquakes Training Facility.

By prioritizing a one-time funding allocation of $6,000,000, with an initial $1,000,000 available by mid-2025, San José takes yet another proactive step toward promoting healthy lifestyles and fostering civic pride. This investment underscores the city’s dedication to making sports more inclusive and accessible, and supporting San Jose’s long-term goal of building vibrant, sustainable public spaces. We humbly request our council colleagues vote in support of this exciting effort.
