You don't often get email from Learn why this is important Dear City Clerk:

As residents of D3, our family of 4 preferred a special election to fill the vacancy to ensure that our voices could be heard in a democratic way.

In addition, we hope that a list of potential interim candidates could be made public and available to D3 residents prior to appointing a representative for the interim period.  Thank you!

Subject: District 3 Vacancy: Please appoint a new representave

You don't often get email from Learn why this is important Please record my comments for the City Council meeng, Tuesday 11/19/2024.

I've lived and owned a home here in downtown San Jose since 2003 in council district D3. I would like the City Council to appoint a new D3 representave.

The City of San Jose does not need to waste up to $5million dollars to run at least 1 special elecon but more probably 2 special elecons for the D3 seat in 2025. Lets face it, this would be a record low voter turnout and we have beer uses for our me and money.

By the me a new D3 council person was elected, they would need to start running again for the next elecon.

Lets not waste this me and money. The appointment process for D10 worked well when Ma Mahan became mayor and his D10 seat was vacated.

Thank you,
Mark Schroeder

Dear Councilmember Batra,
I would like to weigh in on the decision that District 3 should be able to have a special election to chose their next council person.  Although I live in District 10, your district, Councilmember Arjun Batra, I believe we, too, have a voice in this decision.

City Council members are elected by the people, not by special appointment.  I know that you were selected through appointment in this term.  You have been a wonderful advocate and leader for District

10.  However, I do not approve of appointing Sergio Jimenez, D2, for interim appointment after he has been termed out nor should he be appointed as D3 City Council until 2026.  He doesn’t even live in D3, and would not understand all the intricacies of downtown area.  When he was our D10 council person, he allowed homeless encampments to be built, allowed Glider property to be sold to developers, and he was not very responsive to his constituents.

We, the people, must decide who are our representatives.  That is what is in our City Charter, and in our consititution.  We should not select someone just because it is convenient.  Please do the right thing and stop other council members from trying to “make it easier” for the city council.  This is our city, and you all are our representatives.

Councilmembers & Mayor,

I am unable to aend the live meeng tomorrow, November 19 regarding the D3 vacancy, but I wanted to express my support for a vote in favor of a special elecon. This should be the only choice. As a cizen of District 10, I found it completely unfing for our community to have been ‘appointed’ a representave two years ago. I felt betrayed by an otherwise sound council. Mr. Batra was a very nice person who worked hard during his me in office, and may even have won in a special elecon, but his me in the office was tainted by the what was/is known to be a polarized council making the appointment rather than leng the cizens of District 10 decide who it’s representave would be.

Such a long term decision should never be allowed for a the Council and Mayor to decide. The representaon of a constuency should be by the constuency itself. I hope that this Council and Mayor will see fit to do the right thing - and hold a special elecon. If it were also decided to very temporarily appoint a person - who would not be running for the posion - so be it, but the Council should be able to work together for the good of all its cizens to operate the Council office I collaboraon and sustain responsibilies for a missing representave unl such me as one can be elected.

And if you think it’s a moot point for a cizen outside of the District to have an opinion at all, than please also apply that same thinking to every councilmember and the Mayor who also does not live within District 3 which would lead you to conclude that only a special elecon can resolve the vacancy properly.

I further ask that the Council and Mayor to end this opon and create a rule within the law that eliminates this ‘appointment’ process in the future and requires a special elecon in all cases.

Subject: Replacing District 3 Councilmember

You don't often get email from Learn why this is important Dear Mayor Mahan and City Council:

I reside in the Naglee Park neighborhood of District 3. I support elecng a replacement for our district. I believe the cost of an elecon is warranted because more than one-half of the term remains. In addion, regardless how fair and transparent any process for appoinng a temporary replacement may be, polics will rear its head; witness the last me the Council replaced councilmembers without an elecon.

I understand that a third opon--temporarily appoinng a District 3 council member as an interim replacement unl an elecon--will also be considered. I would support such an arrangement ONLY if the temporary council member would NOT be a candidate for District 3 in the forthcoming elecon. Without such a requirement the interim council member would have an advantage over other candidates and polics would again be perceived as having played an undue role in the decision.

I want to thank the District 3 staff for their work during this difficult me. They really stepped up on behalf of our district!

Thank you for your consideraon.

Respecully,

John Fiorea, Esq.

The cost of a special elecon doesn't seem jusfied when the person in the posion would only be there for 2 years. In 2 years there will be an elecon, but for now a person should be appointed. I believe that money would be beer used downtown to acvate our community and serve the D3 constuents.

D3 has already been severely impacted by the acons of our previous Council person and the lack of representaon we have endured the last few months because the Council did not take immediate acon. We must have immediate representaon and a say in who represents us for the next two years. I can only support an interim appointment combined with a special elecon. As advocates of representative democracy, we strongly prefer filling the District 3 Councilman vacancy by special election.

In addition, if Council insists on an appointment, it should be finalized by the incoming council, not the current council which has 3 members leaving office.

You don't often get email from Learn why this is important I'm wring in support of the city council appoinng a councilmember for District 3 to serve unl the next scheduled elecon. Our district has been without effecve representaon for weeks now and an appointment process would ensure we get representaon quickly.

The city council already decided that an appointment process is an acceptable way to fill unexpected vacancies 2 years ago when the D8 and D10 seats came open. At the me, an appointment process was chosen due to it being faster and less expensive than a special elecon combined with the fact that special elecons have notoriously low turn out, and therefore can be less democrac than regularly scheduled elecons.

I am in support of the council following their own precedent set very recently and using an appointment process to fill this seat

RE: Item 3.7 District 3 Upcoming Vacancy
Dear Mayor and Council:

On behalf of our over 100,000 members and their families across San Jose and Santa Clara Counties, the South Bay AFL-CIO Labor Council, Santa Clara & San Benito Counties Building Trades Council and Working Partnerships USA strongly encourage the San Jose City Council to move quickly to schedule a special election to fill the upcoming vacant District 3 City Council seat.

Our City has been devastated by the disturbing revelations leading up to Omar Torres’s resignation. In their wake, neighborhood, business, and labor leaders have all made clear that it is essential for the City to unite in moving quickly toward holding a special election to ensure representation of the residents, workers and businesses that call District 3 home.

While we understand a special election comes with costs, it is important for the City Council to balance the need for continuity in City services for District 3 residents and the Mayor’s unifying call for a special election.

Regardless of how the City Council chooses to fill such an interim position, the City should seek as strong of a commitment as legally possible that the chosen candidate will not run for the 2025 special election. Additionally, the City should take every measure to ensure transparency and fairness in its selection. The public should also be made aware of potential conflicts of interest by applicants, requiring applicants to submit and make public a California Fair Political Practices Commission Statement of Economic Interests to ensure that a trusted caretaker able to meet the District’s needs will be appointed in the interim.

Thank you for your consideration.

11/19/2024 Meeng, Agenda Item 3.7 D3 Representaon

Dear Mayor, Vice Mayor, and City Council,

We need a vetted appointment with a transparent process and public input rather than a special election.

Special elections are expensive--and favor older, wealthier demographics and not the majority of the district.

Whereas an appointment gives us immediate and consistent representation for the next two years, and more if they’re re- elected.

An interim appointment would have someone at the start of the budget cycle that wouldn’t be in place at the end of the budget cycle.

Both Councilmembers Candelas and Batra proved to serve their districts well, and were appointed. They were able to jump right in and start representing their districts as the city geared up for the budget season.

D3 needs consistent representation for this reason.

Please choose to go with an appointment rather than a special election or interim appointment.

Sincerely.

You don't often get email from Learn why this is important Hello,

I understand that at the Tuesday, November 19th, 2024 City Council meeting a decision will be made on how to fill the vacancy in the District 3 council seat.  I understand that the choices are to select our next representative through a special election, an appointment, or a combination of both —with an interim appointment followed by a special election.

As a resident of District 3, who now has neither a city council member or a county board of supervisor representative, I would ask that this seat be filled as quickly and judiciously as possible.  I urge the Council to make an appointment to fill the seat for the remainder of the term for that seat.

While I would prefer an appointment and then a special election, I think the funds for such an election could be better spent on affordable housing or interim housing or grants to keep people in their homes before they become unhoused.

I would also ask that the Council consider appointing someone who would NOT be a candidate in the next election, nor someone who has already. been rejected by the majority of voters in this district in the most recent election.

Thank you very much for your consideration of these requests.

Some people who received this message don't often get email from Learn why this is important To the Mayor and City Council members,

I am in favor of holding a special election to fill the City Council District 3 vacant seat. It is important that our community contributes to selecting a replacement. During this critical time when the Mayor is launching the next phases of the RV Action D3 doesn’t have representation. This is a huge detriment to all of us that live in Vendome because the Columbus Park RV encampment is located in our district. The encampment has directly impacted my quality of life. Every night I am kept awake with unhoused neighbors yelling at each other while they are camping for the night in the parking lot of the City Bank. People that walk in front of my house to the liquor store drop their garbage on my front lawn almost daily. I pick up liquor bottles and cigarette packages and food wrappers. Our home and our vehicles have been subject to theft. And now at such a crucial juncture my community is being asked to agree to an appointed council member? Needless to say this is beyond unacceptable. We at Vendome have been dealing with the unhoused community at Columbus Park and the Guadalupe River Park since before the pandemic. Enough is enough.

Thank you.

Two years is a long me for us to go without any elected representaon on the City Council, especially with how important elecons are in this day in age.

With the threats to democracy and the immense challenges we face at the local level, holding a special elecon is vital. The voters of District 3 deserve the opportunity to acvely parcipate in upholding our democracy and tackling problems in our neighborhood head on.

The cost of administering a special elecon is well worth it if it means the voters can have their voices heard.

There are legitimate reasons for preferring a special election, and legitimate reasons for preferring an appointment. Neither opinion should necessarily be considered "playing politics".

What is playing politics, is continuing to prefer for the choice to be arbitrary. The current system allows districts to be treated differently, depending on the political conveniences of a majority of Councilmembers. The City Clerk's Informational Memorandum shows that (a) vacancies are not infrequent; (b) the City has not been consistent in dealing with vacancies. 6 vacancies were filled with special elections (some with a temporary appointee), and 3 vacancies were filled by Council appointment only.

According to
https://www.spur.org/news/2024-11-06/what-happens-now-filling-unanticipated-open- council-seat-san-jose, our peer California charter cities have charter-prescribed vacancy procedures.

Only San Jose has a process where the Council decides differently each time about what to do. The Council should begin work to fix this. Either the process should be to always hold a special election, or to always perform a Council appointment. If for some reason you believe that some wiggle room is needed for truly extenuating circumstances, you can add language that allows 8 Councilmembers (or a unanimous vote of all non-vacant Councilmembers) to choose a different replacement mechanism.

The Charter should also have a required timeline to adhere to.

I hope that Council's decision today is not only about D3, but also to begin the process of amending the City Charter to enshrine that decision for all future vacancies as well.

Residents should have representation for their district during the budget process. As such, if a special election is scheduled, something needs to be done to ensure D3 representation in the meantime.

Probably by conducting a temporary appointment of someone who is not running for special election - perhaps someone working in the D3 office, who can continue the budgetary priorities of the most recently elected Councilmember.

As an aside, the process for conducting a special election wouldn't be as daunting and expensive if we could do it without needing a run-off election. If, in 2022 the City had chosen to implement ranked choice voting (RCV) for the 2024 elections, then we would be in a good position today to conduct a single election to choose a new D3 Councilmember. This is one of the many benefits of the RCV system.

Best,
Jordan Moldow, a D3 resident (speaking on behalf of himself) Japantown, 95112

You don't often get email from Learn why this is important Mrs. Taber,
I am a resident in D3 and I am unable to make this aernoon's meeng concerning the D3 vacancy. I consider the best choice to fill the D3 vacancy is to have a Special Elecon with interim D3 appointment. Irene Smith is the only good choice for the interim appointment. She is a resident of D3 and was in second place for the elecon for this office. The reason she lost to Omar Torres is that Mr. Torres spread the lie that she was a republican. Mrs. Smith has always been registered as npp for party choice. She is a highly educated person and has very innovave ideas for our rampant homeless problem.

If San Jose feels that an appointment to D3 is necessary due to budgetary problems then Irene Smith is the only acceptable choice for D3 voters. I ask the council members to choose the person who would best serve D3 and that person is Irene Smith.

I am subming my thoughts on today’s vote. I am a D3 constuent who was involved in signature gathering for the recall. Please, appoint us a new representave as soon as possible. I have been without representaon at the City level for so many weeks it is upseng. Please schedule a Special Elecon so myself and my community members can vote for a new representave for D3.

The communicaon from D3 staff via email in the wake of this scandal has been unseling. I appreciate that they are trying to reassure the public that they are doing all they can. But the reality is, for me, that the communicaons show that they are very much in need of a leader. Just like I am needing representaon at the city level. Please vote to fix this problem, with haste.

You don't often get email from Learn why this is important Dear Mayor Mahan and Members of the City Council,

We are wring to express my support of having a democrac elecon instead of an appointment for the filling of the vacant D3 Council Seat. As residents and business owners in District 3 of San Jose, we are deeply invested in the future of our community.

Aer the recent events, we believe the public faith in the City Council and our representaon has been greatly impacted. This is not a me for using a terrible situaon for polical gain. The last appointment process le much to be desired and was filled with what seemed to be a lot of polical gamesmanship.

District 3 deserves representaon that is focused on our very specific needs in downtown and does not simply fulfill a polical agenda from other areas of the city.

Please vote for D3 to have a voice in our representaon.

Thank you for your me and consideraon.

Sincerely,

Sco Hakeem and Mary Robertson

Dear Councilmembers,
Please choose 'Interim Appointment + Special Election' for the district 3 vacancy.

If the vacancy is filled by appointment the representative will be representing the interests of the appointers, not the citizens of district 3.  Two years is too long to go without representation.

Thank you for your consideration.

Good Morning,
READ COMMENT AS FOLLOWS:
“Above all, I’d like to point out that the city has done a poor job at keeping communication with the constituents of D3 as to the handlings of filling the vacancy, especially with only 1 email received not a full day in advance from the meeting.

With the city council members more so focused on their own agendas and avoiding lawsuits than coming together to reach out to constituents or even simply send a survey.

It is clear the public should be allowed to have a special election to vote for a candidate that fits THEIR needs. “
Thank you,

I commend the Council for its fiscally responsible decision to fill the D8 and D10 vacancies by exercising the appointment option provided in the City Charter. In this situation, I recommend scheduling a special election. The circumstances surrounding the vacancy in D3 in 2024 is very different than the situation in 2022.

In 2022, voters in D8 and D10 willingly created vacancies. In each district, they voted to promote their CM to higher office. They knew, or should have known, that the City Charter places the replacement options in the hands of the mayor and council.

Unlike D8 and D10 residents, D3 residents have been betrayed. Nobody in D3 would have voted for former CM Torres if they had knowledge the information that has come to light.

I encourage you to select the special election option.

Subject: Agenda Item 3.7 D3 Representaon

I was a constuent in District 3 for 12 years and frequently work there, I strongly support a well-veed appointment process with public input.

Because our district covers several very disadvantaged neighborhoods with complex issues, including many of the City's affordable housing complexes, it is imperave that we have strong, connuous representaon--not a revolving door with an interim appointment filling in unl aer a special elecon.

Special elecons tend to favor the opinions of older, higher income demographics that are not a majority in this district. People who are working 2-3 jobs to cover the rent, those who can't find housing to rent, are disabled, are students on the fast-paced quarter system, or for whom English is not their primary language, are less likely to turn out in special elecons. And they're the ones who most need a Councilmember who sees them as people they represent, not just the unwashed masses.

Special elecons also mean that the candidate with the most money, oen the candidate backed by nefarious backers like the CAA, the SVO and others who are not on the side of the people of D3 but the side of business, are the ones who win. D3 should not be for sale.

The Mayor knows his fanbase will turn out instead, and that's who he's hoping to mobilize in a special elecon.

Frankly, I trust the rest of the Council more to choose a new Councilmember fairly than I do the "common sense means scapegoang the unhoused and disabled" and "service workers and emergency responders should commute from several counes away" crowd.

In conclusion, I strongly recommend appoinng a replacement Councilmember and strongly object to a special elecon.

Shaunn Cartwright

You don't often get email from Learn why this is important Public Comment on council vacancy and potenal use of CWFA Authority the use of the Financing Authority (CWFA) to fill the role temporarily.

While CWFA authority offers flexibility to ensure connuity, it is vital that this approach remains a short-term soluon with a clear commitment to public involvement in selecng a permanent appointee.

This vacancy comes at a pivotal moment, as our city faces complex challenges like housing insecurity, tenant protecons, and public safety concerns. Recent gaps in leadership, including policies under Omar Torres, have le many residents—parcularly vulnerable populaons—without adequate representaon. Addressing these issues requires diversity of perspecves and a deep understanding

of our community’s unique needs.

The flexibility offered by CWFA can allow for an efficient interim soluon, but it is crical to priorize equity and inclusivity. An appointee must engage underrepresented communies, such as Spanish-speaking residents, and tackle pressing issues like emergency shelter policies, tenant protecons, and innovave soluons for homelessness.

By ensuring a transparent, community-focused process, the council can demonstrate its commitment to diversity and build trust in addressing these urgent and mulfaceted challenges. this opportunity to move our city toward equity and resilience.

Thank you.

Good Morning!

Please do not hold a special election.

Appoint someone to our D3 seat. Two reasons: money & time. Both of which we don't have at the moment.

Within D3, we will have 3 designated areas/places for low-income or homeless. Our city police needs money. Our budget it tight. Funding should go towards these first.

If you end up choosing the wrong person, D3 shows up to vote and will make the change in the next election cycle. We trust you to appoint a capable person and not waste our city's money.

Thank You!

I am speaking today on agenda item #3.7, which addresses the vacancy on the board and the potenal use of the Financing Authority (CWFA) to fill this role unl the public can weigh in.

While I understand the urgency of filling this vacancy to ensure connuity, I want to raise several points about the implicaons of using CWFA authority in this context, as well as the broader concerns about representaon and equity.Key Concerns and Consideraons Transparency and Public Trust: The use of CWFA authority as an interim soluon should be approached with cauon to avoid undermining public trust. Residents must be assured that this is a temporary measure and that the public will have a decisive role in permanently filling this vacancy. Any interim appointment authority must priorize addressing the crical needs of the community, especially around housing, tenant protecons, and independent living condions.Impacts of Recent Leadership Gaps:Previous acons, have le our city struggling with underrepresentaon in key areas, parcularly affecng vulnerable populaons.

Tenant protecons and independent living concerns—including infestaons, unsafe condions, and lack of oversight—must be priorized by anyone assuming this posion, whether interim or permanent. addressing Broader Housing and Safety Challenges: This vacancy comes at a crical me when our community is grappling with housing insecurity, homelessness, and strained public safety systems.

Any interim appointee should commit to reforming emergency shelter policies, ensuring shelters offer trauma- informed care, substance use treatment, and adequate security protocols. They must also focus on advancing soluons for long-term housing affordability, avoiding the pialls of exclusionary zoning laws, and fostering equitable access. Engagement:

Using CWFA authority to appoint someone without ensuring mullingual outreach to marginalized communies— especially Spanish-speaking residents and businesses—would further deepen divides in our city. The public must have a seat at the table through meaningful engagement, not just consultaon aer decisions have been made.

Opportunies for Innovaon:

Survey data indicates that many students and young adults are ready to contribute me and energy to tackling homelessness and housing issues. An interim appointee under CWFA must embrace this energy and work to foster innovave, community-driven soluons. Recommendaons for Moving Forward. While the CWFA authority can serve as a temporary soluon, I urge the council to clearly define the scope and limits of this authority to ensure 11/19/24, 9:34 AM Mail - Agendadesk - Outlook

Conclusion. The use of CWFA authority should not be a substute for a thoughul, inclusive process. This vacancy presents an opportunity for the council to rebuild trust, strengthen community collaboraon, and ensure that the board represents the needs and values of all residents. I urge you to commit to a process that emphasizes equity, transparency, and public engagement.Thank you

As a resident of district 3 for over 25 years, I want to stress the importance of not having other council members weigh in on what should occur with filling the seat now being vacated by former council member Omar Torres.  Particularly anyone associated with the former council member should not have any comments or input in this process. Anyone who endorsed him should also be equally excluded from the process or be prohibited from nominating or suggesting any candidates or working behind the scenes for the same effect.

I strongly suggest understanding the candidates that would fill a temporary position and having outreach forums as well as any casual town halls or debates to understand who is the most appropriate person to step into this critical role.  However, I would support the appointment of Carl Salas in this position as a recess appointment or other temporary assignment.

Moving forward, I think it’s extremely valuable that we have Town-hall, etc. where candidates can be vetted in the future and that resident can ask questions and have an open discussion about their priorities approach, etc. to determine who is best suited to represent this district.

I am extremely concerned about the entrenchrd political bodies, organized groups, etc. That have co- opted the political process here in San Jose.   We need to return to grassroots community support of future candidates who do not have political agendas and are about supporting the status quo . 11/19/24, 10:01 AM Mail - Agendadesk - Outlook

City of San Jose City Council
200 E. Santa Clara St.

San José, CA 95113

RE: Item 3.7 - District 3 Upcoming Vacancy

On behalf of the San Jose Chamber of Commerce, I am writing to address the process for filling the District 3 Council seat vacancy. As the district is at the heart of our downtown, District 3 deserves careful and thoughtful consideration to ensure effective representation for its residents and businesses.

We recommend the following path forward:

1. Replace the District 3 seat by special election: Given that the seat has over two years remaining in its term, a special election provides a fair, democratic process that empowers residents to elect their representative. While we acknowledge the cost to the city, this approach ensures that the community has a voice in selecting the individual who will represent them for the remainder of the term.

2. Appoint an interim Councilmember with a clear request for non-candidacy: To maintain continuity and ensure focus on immediate priorities, such as the budget process and preparations for 2026 events, the Council should appoint an interim representative. While a legal commitment not to run in the special election cannot be required, a public statement of non-candidacy from interested candidates would attract individuals genuinely committed to serving District 3 during this transitional period.

3. Delay the appointment of an interim until January 2025: The incoming Council should make this appointment to allow for a transparent and inclusive process, free from the constraints of the holiday season. This timeline respects the need for community awareness and ensures that the new Council can play a key role in the decision.

4. Ensure robust community participation: Both the appointment process for the interim and the eventual special election should prioritize community engagement, ensuring that District 3 residents and stakeholders have a meaningful role in shaping their representation.

We understand that this discussion is in its early stages and will require staff recommendations and additional deliberation. We urge the Council to adopt a framework that respects the unique needs of District 3 and its role as the heart of San Jose’s economic, cultural, and civic life.

Thank you for your thoughtful consideration of this critical matter. As always, the Chamber remains a committed partner in advancing San Jose’s success and stands ready to assist throughout this process.

Sincerely,

To the honorable mayor Matt Mahan and members of the San Jose city council, Good morning, my name is Refugio (Ray) Moreno. I have lived in D-3 since 1960. I am also a founding member of the Guadalupe Washington Neighborhood Association. To fill the vacancy created by the arrest of Omar Torres, I would like to suggest the following:

1.) Hold a special election to fill the position permanently.

2.) Appoint a temporary replacement strictly on the voluntary basis without a salary.

3.) To avoid creating any advantages or disadvantages, whomever the temporary appointee may be, they and any new staff member they bring into the office would be disqualified from seeking the D-3 permanent position in the special election.

Thank you for your sincere consideration.

Hi,
I would like to voice my preference for an interim appointment followed by a special election timed to reduce costs and encourage the largest participation.

The interim appointment should ideally be someone who is not seeking to run for election to avoid giving this person an undue advantage.  D3 representation needs to be restored ASAP so the interim appointment should happen soon.

To: City of San Jose – Honorable Mayor and Councilmembers An: City Clerk
Subject: Item 3.7 - Filling District 3 Council Vacancy

I have been blessed to call District 3 and the Roosevelt Park neighborhood my home turf since 1984.

As an adult, it has been an honor to serve District 3 in the many different forms of leadership over the last decade.

Along my D3 leadership journey, I have met some of the most dedicated community leaders in the city. For the many who will read this leer, you know who you are, as many of us have given our blood, sweat, and tears to District 3 and we are protecve leaders with this we are the heart and soul of our city. As District 3 community members, we have suffered polical trauma and have experienced the repercussions due to this downfall. With this, many of us learned we needed to increase our resources as the D3 ship began to sink.

With this message, I ask the Mayor and Councilmembers to invest correctly for District 3 as we are the HEART of the CITY . As we move forward our next leader must have a strong core of leadership, who understands District 3 neighborhoods, who properly responds to our community, and truly cares about us. District 3 has over thirty neighborhoods with each one having a unique voice and needs. Our District is second busiest just aer the Mayor’s Office. As community leaders we represent some of the most historic neighborhoods, celebrates rich cultures / tradions, and connects the city from all direcons to the center.

Let’s make the right choice.

Yours in community and safety,
Desiree (Dee) Barragan

District 3 Staff and City Clerk
To Whom It May Concern:

I am a Naglee Park homeowner in District 3 and would like to express my support for a special election in which District 3 residents will choose their representative.

I am passionate about maintaining voting rights at both the federal and local levels, and while I tend to trust local leadership more than national, I believe this is no time for American citizens to give up the right to vote for their representatives at any level of government. I understand the fiscal concerns involved in holding a special election, but I cannot prioritize monetary concerns over the franchise at a time when the latter is under threat in the nation. Kudos to Mayor Mahan for supporting the option for a special election.

Thank you for giving us the opportunity to express our views, as well as for the work of the District 3 staff members, especially at this difficult time of transition. We appreciate you! Sincerely,
Judy Georges

Some people who received this message don't often get email from . Learn why this is important Hello,

I am Bryan Rodriguez a district 3 resident.

I request that the city council approve a special elecon to fill the D3 seat le vacant by Omar Torres.

I also request that the city council appoint someone WHO WILL NOT run to fill the D3 seat in the interim.

I believe that taking these two steps will ensure that D3 has representaon in the interim and elects someone who has the support of D3.

If the city council does otherwise, I do not believe that D3 residents will be heard.

Kind regards,

Bryan Rodriguez

You don't often get email from . Learn why this is important With the resignation of Omar Torres I respectfully request that we have an election for D3 replacement.

I supported Irene Smith in the last election and was sorely disappointed when she was not elected.

Please allow us to vote on who represents our district

if it’s decided to designate a replacement and since Irene has already run, we know who she is and would be the only person to be the designate.

Also, please remove Omar from the City website immediately. He has disgraced us and put is in this position.

We need respected leadership and we need to make sure this does not happen again.

Gloria Vallejo
