The Committee meeting was held in the Council Chambers. The meeting convened at 2:00 p.m.

1. Review December 10, 2024 Final Agenda.
a) Add New Items to Final Agenda

c) Review of Notice of Waiver Requirements for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Councilmember Pam Foley, seconded by Councilmember Sergio Jimenez, and carried unanimously, the Committee approved the final agenda for the City Council meeting on December 10, 2024; including the add sheet and granting a sunshine waiver for item EC, regarding Declaration and Recording a Statement of the Results of the November 5, 2024 Primary Municipal Election and Appointments of District 8 and 10 Councilmembers. (4-0-1; Absent: Kamei)
2. Review December 17, 2024 Draft Agenda
a) Add New Items to Draft Agenda
b) Assign "Time Certain" to Agenda Items (if needed)
c) Review of Notice of Waiver Requirements for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Councilmember Dev Davis, seconded by Councilmember Sergio Jimenez, and carried unanimously, the Committee approved the draft agenda for the City Council meeting on December 17, 2024. (4-0-1; Absent: Kamei)

B. Consent Calendar
Public Comment: None provided.
Action: Upon motion by Councilmember Pam Foley, seconded by Councilmember Dev Davis and carried unanimously, the Consent Calendar was approved as a whole. The below actions were taken as indicated. (4-0-1; Absent: Kamei)
1. The Public Record for November 14 - November 26, 2024. (City Clerk) The Public Record for November 14 – November 26, 2024 was received and filed.
2. Monthly Report of Activities for November 2024. (City Auditor) The Auditor’s Office Monthly Report of Activities for the month of November 2024 was approved.
3. City Council Appointments. (Mayor)
The appointment of Councilmember Casey to the: Public Safety, Finance & Strategic Support Committee; Community & Economic Development Committee; Neighborhood Services & Education Committee; ABAG - Executive Board as an Alternate; Appeals Hearing Board as the Liaison; Climate Advisory Commission as the Liaison; Human Services Commission as the Liaison; Santa Clara County Emergency Operational Area Council; Santa Clara County Health Benefits Coalition; Santa Clara Valley Habitat Agency Implementation Board as the Alternate; Santa Clara VTA Policy Advisory Board - El Camino Real Rapid Transit as the Alternate; Santa Clara VTA Policy Advisory Board - SR 85 Corridor; Silicon Valley Regional Interoperability Project as the Alternate; and SJ/SC Treatment Plant Advisory Committee as the Alternate, were approved.
4. Approval of Multiple Special Events Sponsored by Council District 4 as City Council Sponsored Special Events to Expend City Funds and Accept Donations of Materials and Services for the Events. (Cohen)
The Special Events sponsored by Council District 4 were approved to be placed on the December 10, 2024 Council Agenda for action.
5. Retroactive Approval of Holiday Children Book Drive by Council District 1 as a City Council Sponsored Special Event to Expend City Funds and Accept Donations of Materials and Services for the Event. (Kamei)
The Holiday Children Book Drive sponsored by Council District 1 was retroactively approved to be placed on the December 10, 2024 Council Agenda for action.
6. Approval of District 6 Community Outreach Funds for Service Organization. (Davis) A recommendation to the City Council to approve a grant from District 6 to the Rotary Club of San José Foundation was approved to be placed on the December 10, 2024 Council Agenda for action. -3-
