SUBJECT: Second Amendment to Master Consultant Agreement with BKF Engineers for Engineering Analysis, Design, Construction Management, and Environmental Consulting Services for Large Trash Capture Projects
RECOMMENDATION
Approve the second amendment to the master consultant agreement with BKF Engineers to extend the term of the agreement from December 31, 2024 to December 31, 2027 with no change to the maximum compensation.
BASIS FOR RECOMMENDATION
On June 28, 2016, the City Council approved the master consultant agreement with BKF Engineers, a consulting firm, to provide professional civil engineering consulting services to support various large trash capture projects in the amount not to exceed $1,000,000 for with a term end date of December 31, 2021. On December 14, 2021, the first amendment to the master agreement was approved to extend the term of the agreement to December 31, 2024.
Provision C.10 – Trash Load Reduction - of the current five-year Municipal Regional Stormwater Discharge Permit requires the City to reduce trash discharges to receiving waters from 2009 levels in accordance with the following schedule: a) 90% by June 30, 2023; and b) 100% by June 30, 2025. To ensure compliance with the permit, the City will continue to implement large trash capture projects over the next several years. BKF Engineers is currently providing civil engineering services on the 9703 - Large Trash Capture Device Installation Phase VII Project, the 10310 - Large Trash Capture Device Installation Phase VIII Project, and planning services for future large trash capture projects. The 9703 - Phase VII Project is currently in construction and is expected to be completed in spring 2025. The 10310 - Phase VIII Project is currently in design and anticipated to be completed in mid-2026. An extension of three years to the consultant contract is needed to maintain the continuity of consultant services for the completion of these two projects as well as provide adequate time for the planning and site selection process for future large trash capture projects.
Currently there is $457,307.36 remaining in the BKF Engineers’ master agreement. Staff does not foresee a need to increase the total compensation of the master agreement.
COMMISSION RECOMMENDATION AND INPUT
No commission recommendation or input is associated with this action.
COST AND FUNDING SOURCE
There is no additional funding needed to approve the term extension of this agreement.
