RECOMMENDATION
Approve the appointment of Pam Foley as Vice Mayor.

DISCUSSION
Under Charter Section 503, the Vice Mayor is to be approved at the second meeting of the City Council in January. I recommend that the City Council appoint Councilmember Pam Foley to serve as Vice Mayor.

First elected in 2018, Councilmember Foley has demonstrated remarkable leadership and collaboration across the political spectrum. In her service to the City, Councilmember Foley has prioritized public safety as Chair of the Vision Zero Taskforce, worked to ban flavored tobacco, and championed the establishment of the Cherry Ave Interim Housing Community in her district.

Councilmember Foley has also chaired the Community and Economic Development Committee for the last four years — vitally important experience that will help us navigate fiscal challenges ahead.

As our most senior Councilmember, Pam Foley’s leadership will be instrumental as the Council prepares the budget for Fiscal Year 2025-2026 during a period of deficits. Challenging economic forecasts will undoubtedly require us to do more with less, making her years of experience with the budget process invaluable.

I also want to thank and commend Councilmember Rosemary Kamei for her two years of dedicated service as Vice Mayor, in which she championed diversity in the city’s police department with the 30 by 30 initiative, launched a program in her district to keep storm drains clear, and helped bring greater focus to City Hall. I look forward to continuing to work closely with Councilmember Kamei and know that she will remain a strong voice on the Council advocating for change and representing the needs of her constituents in District 1.
