A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN
JOSE ACCEPTING THE 2024 BUREAU OF JUSTICE
ASSISTANCE NATIONAL SEXUAL ASSAULT KIT
INITIATIVE GRANT IN THE AMOUNT OF $2,500,000 AND
AUTHORIZING THE CITY MANAGER OR THEIR
DESIGNEE TO EXECUTE THE GRANT AGREEMENT,
ADDITIONAL AMENDMENTS, AND ALL RELATED
DOCUMENTS, INCLUDING ONLINE CERTIFICATIONS AT
TIME OF AWARD ACCEPTANCE AND REIMBURSEMENT
REQUESTS, WITHOUT FURTHER CITY COUNCIL
ACTION
WHEREAS, in June 2024, the Bureau of Justice Assistance released a grant solicitation for FY 2024 National Sexual Assault Kit Initiative (SAKI); and
WHEREAS, in December 2024, the San José Police Department’s (Department) application for this grant was accepted and approved in the amount of $2,500,000; and
WHEREAS, this action will address the backlog of over 900 Sexual Assault Kits (SAKs) that have not been fully tested, increase investigative capacity, conduct follow-ups on cases, and hire a temporary full-time analyst to support the project; and
WHEREAS, the grant is reimbursable for three years, and the Department shall ensure the expenditures are allowable as set forth in the Department of Justice Financial Guide and City Policy and Procedures; and
WHEREAS, the City desires to accept the 2024 Bureau of Justice Assistance National SAKI Grant and authorize the City Manager to execute all documents necessary to effectuate the grant in order to complete inventory of SAKs, review and prioritize cases based on statute of limitations, assist with Violent Criminal Apprehension Program entries, and assist with follow up investigations;

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SAN JOSE THAT:
The City Council accepts the 2024 Bureau of Justice Assistance National SAKI grant in the amount of $2,500,000; and the City Manager or their designee is hereby authorized to execute the Grant Agreement, additional amendments, and all related documents, including online certifications at time of award acceptance and reimbursement requests, without further City Council action.
