City Council Study Session
Purpose: To provide preliminary General Fund forecast information, impacts to budget priorities, and potential budget balancing strategies for consideration in the development of the Mayor’s March Budget Message for Fiscal Year 2025-2026, as well as data related to resident priorities, the Administration’s perspectives and priorities, strategic planning for reducing unsheltered homelessness, and a discussion among the Mayor and City Councilmembers.
Outcome: The City Council and the Administration will have informed the Mayor about potential priorities and strategies to inform the creation of the Mayor’s March Budget Message for Fiscal Year 2025-2026.
Lee Wilcox, Assistant City Manager, Office of the City Manager; Jim Shannon, Budget Director, Office of the City Manager; Sarah Zarate, Director of Administration, Policy, and Intergovernmental Relations, Office of the City Manager; Bonny Duong, Assistant Director of the Budget Office, Office of the City Manager; Claudia Chang, Deputy Director of the Budget Office, Office of the City Manager; Banu San, Deputy Director, Housing Department; Cupid Alexander, Deputy Director, Housing Department; and Erik Solivan, Director, Housing Department, offered the presentation and responded to questions.
Council recessed from 5:17 p.m. to 5:23 p.m.

Sam Ho, Hong Cao, Adarsh Sharma, Irene Smith, Robert Mickanen, Sandra Mickanen, Alison Cingolani, Tom Wilson, Yogi, Elizabeth Funk, Ruben Salas, and 3 Speakers who did not state their name at the podium offered public testimony regarding the item.
