Support Inclusion of The Alameda District in the OED Strategic Plan Sports and Entertainment District Dear Honorable Mayor, Vice Mayor, and Councilmembers,
Objective 4 of the Proposed Economic Strategy Work Plan for Fiscal Year 2025-2026 and Fiscal Year 2026-2027, calls for developing “a conceptual plan for sports and entertainment district within walking distance of the SAP Center”.
We kindly request that the council supports and requires the inclusion of The Alameda in this plan, both as participants in the planning process and as a geographic part of the final district.
The Alameda Business Association, led by a dedicated volunteer board of nine local businesses, has been working tirelessly to enhance the economic viability of the area. This effort includes actively managing the impacts of the city-owned Arena Hotel Emergency Interim Housing Site, demonstrating our commitment to maintaining a thriving and welcoming district for all.
Despite our deep investment in the community, The Alameda has historically been left out of key benefits that neighboring downtown areas receive, such as reduced permitting costs, sidewalk sleeping bans, and additional patrols. As taxpayers and engaged business owners, we believe The Alameda deserves equitable consideration and inclusion in this district.
Supporting The Alameda’s inclusion would not only recognize the hard work of local business owners but also strengthen the overall economic and cultural landscape of the broader sports district. We ask for your support in ensuring that The Alameda is given a seat at the table and the opportunity to benefit from this important initiative.
We appreciate your time and consideration and look forward to collaborating on a stronger, more inclusive future for our city.
Sincerely,
Doug Cookerly, President
On behalf of the Board of Directors
The Alameda Business Association

Re: Support for Item 8.1 – 2025-2027 Work Plan for the Office of Economic Development and Cultural Affairs
Dear Mayor Mahan and Honorable Councilmembers,
On behalf of the San Jose Chamber of Commerce, I’d like to express support of the proposed 2025-2027 work plan for the Office of Economic Development and Cultural Affairs (OEDCA) with the supporting Memo drafted by Mayor Mahan, Vice Mayor Foley, and Councilmembers Salas, Mulcahy, and Casey. As San Jose faces a $46 million deficit, economic development is critical to strengthening city revenues.
The Chamber is encouraged by the plan’s four key focus areas:
• Job Creation and Revenue Growth: The plan prioritizes innovation-driven growth by supporting medium- and large-sized businesses in key sectors such as manufacturing and artificial intelligence. We look forward to supporting additional, immediate revenue sources such as super-graphics and the swift installation of Orange Barrel Media’s digital signage in downtown San Jose.
• Thriving Small Businesses and Neighborhood Districts: The Chamber welcomes the plan’s commitment to establishing two new business districts while supporting currently established business associations and districts.
• Downtown Revitalization: Goals such as securing new commercial lease renewals, attracting new businesses, and increasing foot traffic will help revitalize downtown and maintain its economic and cultural vitality.
• Sports and Entertainment Economy: Securing the San Jose Sharks and San Jose Giants in San Jose for the next 25 years and developing a sports and entertainment district downtown will be transformative for the city's economy. These actions will establish San Jose as a premier destination for sports, entertainment, and tourism.
Economic development provides the revenues needed to support essential public services. We appreciate the inclusion of the Chamber in the decision-making process and look forward to serving as a partner to the OEDCA to meet and exceed its goals.
Sincerely,
Leah Toeniskoetter

Good Afternoon,
I am writing to comment on the Mayor’s “duty to shelter” comment in the proposed budget. Our city has a duty to protect all its residents, which includes those without homes. If you wish to hold people “accountable” for not seeking shelter, then city council must be held accountable for providing safe, stable alternatives.
Arrests and encampment sweeps are an unjustifiable level of cruelty on their face, even if the city was already prepared to house every person they target. These methods should never be used. I doubt the council’s integrity to cease these tactics, and so I ask that you at least pause them until you have done the following:
- this council makes itself accountable for providing safe and consistent access to shelter, - these shelters are safe, clean, and accessible, and
- funds are allocated to provide both temporary and permanent housing solutions.
There is no cost-saving in destroying tents and arresting people on the street. You can spend the money reducing suffering or you can continue spending to increase it. There is no service award for prolonging the struggles of those you claim to represent. If a man in a costume does more to reduce community suffering than this government body, then I can confidently say that you are failing. 3/18/25, 11:52 AM Mail - Agendadesk - Outlook

Please consider the above stipulations to the “duty to shelter” policy you are considering. Thank you for your time.
