6. ENVIRONMENTAL AND UTILITY SERVICES
6.1 San José Municipal Electric Utility Exploration.
(a) Accept the results of the municipal electric utility exploration studies and the outcome of staff’s evaluation of the desirability and viability of the City establishing a municipal electric utility.
(b) Adopt a resolution authorizing the City Manager or her designee to negotiate and execute the PG&E - City of San José Implementation Agreement, including funding for key positions and consultant support.
(c) Authorize the City Manager or her designee to continue efforts to evaluate a municipal electric utility if PG&E does not meet the terms and performance outlined in the Implementation Agreement.
CEQA: Not a Project, File No. PP17-009, Staff Reports, Assessments, Annual Reports, and Informational Memos that involve no approvals of any City action; and File No. PP17 003, Agreements/Contracts (New or Amended) resulting in no physical changes to the environment. (City Manager)
Kip Harkness, Deputy City Manager, City Manager’s Office; Erica Garaffo, Assistant to the City Manager, City Manager’s Office; Nanci Klein, Director, Office of Economic Development; Kevin Ice, Assistant to the City Manager, Office of Economic Development; Lori Mitchell, Director, Community Energy Department; J. Guevara, Deputy Director, Public Works; Hunter Stern, Assistant Business Manager at IBEW Local Union 1245; Mirza Handzar, Youth and Training Project Manager, work2future; and partners from Pacific Gas and Electric Company (PG&E), including: Mike Medeiros, Christina Ramos, and Teresa Alvarado, offered the presentation and responded to questions from Council.
Public Comment: Ruth M., Dashiell Leeds, Jon Linthacum, and Dennis R. offered public comment.
Action: Upon motion by Councilmember David Cohen, seconded by Councilmember Rosemary Kamei, and carried unanimously, (a) the results of the municipal electric utility exploration studies and the outcome of staff’s evaluation of the desirability and viability of the City City of San José March 21, 2025

establishing a municipal electric utility were accepted; (b) Resolution RES2025-55 was adopted, authorizing the City Manager or her designee to negotiate and execute the PG&E - City of San José Implementation Agreement, including funding for key positions and consultant support; and (c) the City Manager or her designee was authorized to continue efforts to evaluate a municipal electric utility if PG&E does not meet the terms and performance outlined in the Implementation Agreement; including Staff direction to ensure that all City Council concerns are addressed in the agreement, if it is not coming back to Council for further discussion.
