I am eager to join the San José Board of Appeals to contribute my unique perspective and skills to support and enhance our community’s standards. My background as a former police officer has given me a strong foundation in legal processes and a keen sense of the law’s purpose, while my experience serving on other boards has taught me the value of collaboration and thoughtful decision-making. I aim to work toward objectives that promote public safety and neighborhood quality, listening to all viewpoints and making balanced judgments that serve the community's best interests. In addition, my work as a therapist has equipped me with strong communication skills and an empathetic approach, allowing me to assess each situation fairly and compassionately. I am committed to the idea that maintaining the integrity of our community prevents greater issues down the line, as reflected in the “broken windows theory.” By joining this Board, I intend to address violations that impact public safety and well-being with a balanced approach—recognizing when residents may benefit from guidance and support rather than punitive measures.

Please describe your experience in serving on a Commission or Board.

From 2021 to 2023, I served on the Board of Directors for the California Association of Marriage and Family Therapists. In this role, I advocated for our members by fostering connections, organizing events, conducting member surveys for feedback, and building community within our regional chapters. I was also responsible for member retention and recruiting new members, which allowed me to develop skills in active listening, creativity in developing new member benefits and resources, and effective teamwork. Additionally, I had the opportunity to collaborate with lobbyists involved in drafting laws to support marriage and family therapists across California, deepening my understanding of legislative advocacy.

Considering your experience and activities in business, labor, School, professional, social, Commissions, Boards, or other organizations, indicate the experience, training, knowledge and/or skills which qualify you for appointment.

My background as a police officer has provided me with extensive experience in enforcing laws that support community safety. I have served as a lead investigator on multiple cases, working closely with the district attorney’s office and testifying in court proceedings and jury trials.

In this role, I became skilled at interpreting and applying the law.

As a current business
owner and therapist, I understand the impact of mental health on individuals’ ability to maintain their properties and meet community standards. I value the importance of safety and support for local businesses, recognizing how vital it is for business owners to feel backed by their local government. These experiences equip me with the knowledge and skills to make fair, informed decisions on the Board.

I also served on the Board of the
California Association of Marriage and Family Therapists (CAMFT) from 2021 to 2023. This experience taught me how to represent the concerns of those seeking change, enhanced my ability to listen to fellow board members, and approach issues from multiple perspectives. It also strengthened my resolve to stand behind decisions that I believed would benefit the community we served. Serving also provided valuable opportunities to work with lobbyists in Sacramento, deepening my understanding of the importance of advocacy for a cause.

What is your understanding of the purpose of the Commission? My lifelong connection to San Jose gives me a deep appreciation for preserving the city's character and beauty, which are essential to its identity and public safety. I understand the Commission’s role as ensuring adherence to city codes, addressing concerns in a fair and thorough manner, and fostering community responsibility. By reviewing cases thoughtfully and applying city regulations, we help maintain the well-being and integrity of our city.

Genevieve Altwer
Please list three issues facing the City that you feel the Council should address.

1. Traffic Related Fatalities:

City Council should focus on reducing traffic-related fatalities, which have been rising, with 65 deaths in 2022, including 32 pedestrian fatalities—the highest in a decade. City Council can partner with law enforcement to enhance road safety by increasing patrols in high-risk areas, supporting speed enforcement, and improving infrastructure like crosswalks and lighting. By collaborating with police and promoting safety education, the city can work towards safer streets for all San José residents. 2. Mental Health as it pertains to our Unhoused: Our City Council should prioritize mental health as a key component in addressing the needs of our unhoused population. While providing housing is essential, a more holistic approach that includes mental health support can serve as both an intervention and a preventative measure. By offering accessible mental health resources and early support, we can help individuals before they reach the crisis point of homelessness.

This approach not only addresses immediate needs but also builds a foundation for long- term stability, reducing the likelihood of people becoming unhoused in the first place.

Through partnerships with mental health providers and community organizations, the City Council can create sustainable solutions that support well-being and prevent the growth of our unhoused population. 3.Increase Community Involvement: Our City Council should focus on finding creative ways to engage new residents and encourage broader community participation in San José's events and initiatives. While the city already offers a range of outreach and activities, attracting fresh faces and fostering a sense of connection with new neighbors would elevate community awareness and strengthen bonds. Council could explore strategies like partnering with local organizations to host neighborhood-specific gatherings, launching campaigns to spotlight existing programs, and creating incentives for people to attend events. By nurturing a culture of involvement, we can help San José residents feel more connected, informed, and invested in their community.

What is the purpose of historic preservation in San José and what is the role of the Historic Landmarks Commission in achieving that purpose? The purpose of historic preservation in San José is to protect and celebrate buildings and sites that have historical or architectural importance, all cataloged in the city's Historic Resources Inventory. The Historic Landmarks Commission helps make this happen by identifying potential landmarks, reviewing changes to historic sites, and advising the City Council on preservation actions. They work with the Historic Preservation Officer and gather community input to make sure these efforts support the city’s vision. This work keeps San José’s heritage alive, adds to its unique character, and supports thoughtful city planning.

Genevieve Altwer
(Optional) Please upload a resume.

Please explain your prior experience with historic preservation, with San José’s public planning processes, and in working with City or other public agency staff.

My prior experience with historic preservation and San José’s public planning processes is grounded in my longstanding commitment to this community and active engagement with city initiatives. As a former police officer (San Mateo), I gained valuable insight into city policies and public planning, especially as they relate to maintaining public safety and preserving the integrity of our neighborhoods. My family has also volunteered with the city (San Jose) during park cleanup days, which has given me an on-the-ground understanding of the importance of preserving San José’s green spaces and public areas.

In addition, I
frequently explore San José's historical landmarks with my children, instilling in them an appreciation for our city’s rich history. This personal connection has deepened my understanding of the importance of preserving these landmarks for future generations. I also volunteer with organizations like Autism Speaks that utilize and celebrate these historic sites, reinforcing my commitment to ensuring they remain valuable, accessible resources for our community. Through these experiences, I have developed a respect for San José’s heritage and a desire to work collaboratively with city staff to preserve our city’s unique character.

Anything else you would like us to know?
As a longtime resident of San José, I have had the privilege of watching our city grow and evolve, along with witnessing some of the unique challenges that accompany that growth. I am passionate about maintaining and improving the quality of life for all residents, which I believe is directly supported by consistent and fair code enforcement. Ensuring that laws and regulations are upheld not only protects public safety but also helps residents feel truly seen and heard within our community.

With a background in law enforcement, strong
communication skills, and experience in decision-making, I am confident that I can bring valuable insights to this board. Having previously served on a board, I understand the dedication and commitment required to work toward the greater good. It would be an honor to contribute my skills to help safeguard and enhance the quality of life in San José, and I am ready to support our community with both care and commitment.

Please describe your experience in serving on a Commission or Board.

While I have not served on a formal Commission or City Board, I bring valuable related experience from serving on the Boards of homeowners’ associations across four different communities. In these roles, I contributed to key decision-making processes, addressed diverse resident concerns, and worked collaboratively to resolve disputes and manage community resources effectively. Additionally, I have professional experience preparing board materials for the Boards of public companies. This required a deep understanding of governance processes, attention to detail, and the ability to distill complex information into actionable insights for Board members. These experiences have equipped me with the skills necessary to serve on a Commission or Board, including effective communication, impartial decision-making, and a strong sense of responsibility to represent the interests of a community or organization.

Samantha Keh

Considering your experience and activities in business, labor, School, professional, social, Commissions, Boards, or other organizations, indicate the experience, training, knowledge and/or skills which qualify you for appointment.

My diverse experiences across personal, professional, and community-focused roles uniquely qualify me for appointment to the Appeals Hearing Board.

Growing up in a family business
specializing in constructing commercial and governmental buildings, I gained an early understanding of why regulations exist and their critical role in ensuring safety, quality, and equity. This foundation shaped my appreciation for regulatory compliance, which has been a key focus in over half of my professional career.

In my roles within risk assurance and
regulatory compliance, I developed the skills to interpret complex guidelines and collaborate effectively to align practices with legal and ethical standards. These experiences have reinforced my ability to evaluate issues impartially and arrive at sound decisions grounded in a fair and thorough understanding of the facts.

Beyond my professional life, serving on
homeowners’ association boards across four different communities has deepened my ability to listen to and understand diverse perspectives. These roles required balancing competing interests while ensuring decisions reflected the community's best interests. Through collaborations with state, county, and city agencies, facilitated by community managers and service providers, I’ve gained insight into regulatory frameworks and the practicalities of community improvement projects.

Professionally, working in highly collaborative
environments has honed my ability to engage empathetically and foster consensus among stakeholders. These skills are critical for addressing disputes constructively and building trust in processes.

My combination of experience, training, and interpersonal skills equips me to serve on the Appeals Hearing Board with integrity, fairness, and a commitment to upholding San Jose’s values.

What is your understanding of the purpose of the Commission? The purpose of the City of San Jose Appeals Hearing Board is to provide a fair, impartial, and accessible platform for resolving disputes between individuals or entities and the City related to code enforcement, permitting, and other municipal matters. The Board ensures that decisions are made in compliance with the city's regulations and policies, while also considering the perspectives and concerns of all parties involved.

By serving as an objective
adjudicative body, the Board plays a vital role in upholding accountability, transparency, and fairness in municipal governance. Its mission is to foster trust and confidence in the City’s processes while supporting the overall well-being and equitable treatment of the San Jose community.

Please list three issues facing the City that you feel the Council should address.

Here are three key issues currently facing the City of San Jose that I believe the Council should address:

1. Affordable Housing and Homelessness San Jose continues to grapple with a housing affordability crisis, exacerbated by rising living costs and a significant homeless population. The Council should prioritize developing more affordable housing, streamlining permitting processes, and expanding supportive services for unhoused residents to foster long-term stability and community integration.

2. Sustainable Urban Development As San
Jose grows, it is critical to balance economic development with environmental sustainability.

The Council should focus on promoting green building initiatives, enhancing public transit systems, and improving infrastructure to accommodate a growing population while minimizing environmental impact.

3. Public Safety and Community Trust Maintaining a safe and inclusive environment requires addressing public safety concerns while building trust between law enforcement and the community. The Council should continue efforts to improve police accountability, invest in community-oriented safety programs, and ensure equitable access to public services.

These issues, if addressed thoughtfully, can strengthen San Jose's position as a thriving, inclusive, and sustainable city.

What is the purpose of historic preservation in San José and what is the role of the Historic Landmarks Commission in achieving that purpose? The purpose of historic preservation in San José is to honor and protect the stories, places, and landmarks that define who we are as a community. Our history tells us where we came from, shapes our identity, and provides lessons that guide us forward. Preserving these tangible connections to the past ensures that future generations can experience, learn from, and be inspired by the rich heritage that makes San José unique.

The Historic Landmarks
Commission plays a vital role in this effort by identifying, safeguarding, and advocating for the preservation of sites that hold cultural, architectural, and historical significance. It’s about more than saving buildings; it’s about preserving memories, traditions, and the character of our city.

I believe we have a responsibility to leave something meaningful behind—a sense of place, pride, and belonging that connects future generations to their roots. Through preservation, we ensure that San José’s vibrant history continues to enrich the lives of those who call this city home, both today and tomorrow.

Please explain your prior experience with historic preservation, with San José’s public planning processes, and in working with City or other public agency staff.

Growing up in a family business specializing in construction for commercial and governmental projects, I gained a deep appreciation for the importance of regulations, thoughtful planning, and the lasting impact decisions have on communities. This experience instilled in me a strong foundation in understanding how structured processes and collaboration contribute to successful outcomes.

In my professional career, I have
consistently worked in highly collaborative environments, where I have developed strong skills in working with diverse stakeholders, navigating complex issues, and building consensus. These abilities are critical when engaging with public agency staff or participating in planning processes.

While I do not have direct experience with historic
preservation or San José’s public planning processes, I am eager to apply my skills to this area and to learn from experts and colleagues. I see this as an opportunity to contribute to preserving San José’s heritage while expanding my knowledge and understanding of this important field.
