The Committee meeting was held in the Council Chambers, and convened at 2:04 p.m.
Present: Councilmembers - Cohen, Kamei, Foley, Doan, Candelas.
Absent: Councilmembers - None.
Staff: Assistant City Manager, Lee Wilcox; Assistant City Clerk, Joy Rodriguez; Assistant City Attorney, Kevin Fisher; City Manager’s Office, Rachelle Blattman; and Deputy City Clerk, Daniel Aguilar.
A. City Council (City Clerk)
1. Review April 15, 2025 Final Agenda
a) Add new items to Final Agenda
b) Assign “Time Certain” to Agenda Items (if needed)
c) Review of Notice of Waiver Requests for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Vice Mayor Pam Foley, seconded by Councilmember Rosemary Kamei, and carried unanimously, the Committee approved the final agenda for the City Council meeting on April 15, 2025. (5-0-0)
2. Review April 22, 2025 Draft Agenda
a. Add New Items to Draft Agenda
b. Assign "Time Certain" to Agenda Items (if needed)
c. Review of Notice of Waiver Requirements for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Councilmember Domingo Candelas, seconded by Councilmember Bien Doan, and carried unanimously, the Committee approved the draft agenda for the City Council meeting on April 22, 2025. (5-0-0)

B. Consent Calendar

Action: Upon motion by Vice Mayor Pam Foley, seconded by Councilmember Domingo Candelas, and carried unanimously, the Consent Calendar was approved as a whole. The below actions were taken as indicated. (5-0-0)
1. The Public Record for March 27, 2025 - April 3, 2025. (City Clerk) The Public Record for March 27, 2025 - April 3, 2025, was received and filed.
2. Set General Plan Hearing First Review Cycle of 2025 for May 6, 2025. (Planning, Building, and Code Enforcement)
The General Plan First Review Cycle of 2025 for City Council hearing was set for the afternoon of May 6, 2025, to consider privately initiated and City-initiated General Plan amendments.
3. Retroactive Approval of Fisher Concert Tower Lighting Sponsored by the Mayor's Office as a City Council Sponsored Special Event to Expend City Funds and Accept Donations of Materials and Services for the Event. (Mayor)
The Fisher Concert Tower Lighting sponsored by the Mayor's Office was approved for placement on the April 15, 2025 City Council Agenda for action.
4. Approval of Raymond Townsend Celebration and Tower and Rotunda Lighting Sponsored by Council District 10 as a City Council Sponsored Special Event to Expend City Funds and Accept Donations of Materials and Services for the Event. (Casey) The Raymond Townsend Celebration and Tower and Rotunda Lighting Sponsored by Council District 10 was approved for placement on the April 22, 2025 City Council Agenda for action.
