SUBJECT: Actions Related to the Purchase Order with Santa Barbara Transportation Corporation DBA Student Transportation of America for Transportation Services to Support City Programs

RECOMMENDATION
Adopt a resolution authorizing the City Manager or her designee to:
a) Amend purchase order OP 66297 with Santa Barbara Transportation Corporation DBA Student Transportation of America (Goleta, CA) for transportation services to support City programs, to increase the total compensation by $98,440 for a maximum compensation not- to-exceed $149,480 for the one-year option period ending March 31, 2026; and b) Exercise up to two additional one-year options to extend the term of the purchase order with the last option ending on or about March 31, 2028, subject to the appropriation of funds.

BASIS FOR RECOMMENDATION
The Parks, Recreation, and Neighborhood Services Department provides a variety of camps and programs for the public. These camps and programs include field trips to locations outside of the City throughout the year. An outside services provider is needed to provide bus transportation to field trip locations for youth and teen programs. These field trips number roughly 20-30 over the academic year and 15-20 per week during the summer period.

In March 2023, a competitive Request for Quotes was released by the Finance Department to procure these services. The Request for Quotes provisioned for a one-year initial term and an additional four one-year options for the City to extend the term. One responsive bid was submitted, and no protests were received. The sole vendor qualified for the City’s local business preference.

Staff awarded to Santa Barbara Transportation Corporation DBA Student Transportation of America as the sole responsive and responsible bidder pursuant to the bidding procedures of the San José Municipal Code, Section 4.12.310B(1). Purchase orders have been executed under the City Manager’s authority limit for services contracts. City Council approval is now required for continuity of services. Approval of this recommendation ensures the City continues to receive these essential services with minimal impact to operations.

COMMISSION RECOMMENDATION AND INPUT
There is no commission recommendation or input associated with this action.

COST AND FUNDING SOURCE
The recommended action relating to this purchase order of $98,440 is funded by the Parks, Recreation and Neighborhood Services Non-Personal/Equipment and the Fee Activities appropriations in the General Fund.
