SUBJECT: Funding Agreements for the 2024-2025 Transportation Fund for Clean Air and Low Carbon Transit Operations Program Grants
RECOMMENDATION
(a) A ccept and receive 2024-2025 Transportation Fund for Clean Air and Low Carbon Transit Operations Program Grants grant funds.
(b) Adopt a resolution authorizing the City Manager or her designee to negotiate and execute retroactive grant agreements for reimbursement of work and all documents necessary to effectuate the grant agreements with the Santa Clara Valley Transportation Authority, in an amount not to exceed $2,769,649 for the following projects:
(1) For the Transportation Fund for Clean Air’s Central Transit Signal Priority along Valley Transportation Authority’s Local and Frequent Networks Project, in an amount not to exceed $921,894, with a local match of $122,600; and
(2) For the Low Carbon Transit Operations Program’s Senter Road Bus Bulb- Outs Project, in an amount not to exceed $1,847,755.
SUMMARY AND OUTCOME
Approval of these actions will provide funding to:
1. I mplement central transit signal priority (CTSP) to improve transit travel efficiency for four Valley Transportation Authority (VTA) frequent bus routes and nine VTA local bus routes; and
2. Install two bus bulb-outs that extend the curb at priority intersections along Senter Road, a Vision Zero Priority Safety Corridor. This improves pedestrian safety, increases transit-rider accessibility, and enhances transit efficiency.

BACKGROUND
To maximize traffic flow efficiency and safety as traffic congestion continues to grow, the Department of Transportation (DOT) works with partners in the region to employ innovative strategies to support equitable and accessible transportation options.
Transit Signal Priority along VTA’s Local and Frequent Routes
DOT has worked with VTA over the last two decades to improve transit service through operational strategies such as CTSP to reduce delay for transit vehicles at signalized intersections. Signals equipped with proper equipment and timing can be programmed to extend green lights, shorten red lights, and rotate signal phases to improve the likelihood that transit buses and trains receive a green signal upon arrival at a signalized intersection.
CTSP systems improve transit speeds and ensure more reliable travel times, essential for boosting transit ridership. This improvement is anticipated to reduce single- occupancy vehicle use, thereby alleviating traffic congestion and lowering harmful air emissions, which are the goals of the City’s Transit First Policy adopted in August 2022.
Since 2022, the City has deployed CTSP systems at 258 signals. DOT has additional grant projects, including the 169 signals along VTA’s local and frequent routes from this project, that will implement CTSP for a grand total of 697 signals citywide.
Bus Bulb-Outs along Senter Road
In February 2020, City Council adopted a Vision Zero Action Plan investing in strategies to eliminate fatalities and reduce severe injuries. Through a comprehensive evaluation of citywide traffic collision data, DOT identified 30 Priority Safety Corridors where fatal and severe injuries are most clustered and have the highest need for safety investments. Senter Road was identified as one of these Priority Safety Corridors. DOT presented the fourth Vision Zero Action Plan to City Council on February 25, 2025.
The City requested and received $10 million in state funding for the East San José Corridor Safety Improvement Project along Senter Road through the Adopted 2022- 2023 California State Budget. This funding was adopted by City Council on October 17, 2023. The East San José Safety Improvement Project will implement a new traffic signal, roadway and pedestrian lighting, Class IV protected bike lanes, median islands, enhanced crosswalks, and transit improvements, including bus bulb-outs.
The City also pursued and was awarded an additional $4,027,887 to deliver bus bulb- out improvements through the Metropolitan Transportation Commission's Bus Accelerated Infrastructure Delivery grant, adopted by City Council on October 22, 2024.

ANALYSIS
Transit Signal Priority along VTA’s Routes
Transportation Fund for Clean Air is a Bay Area Air Quality Management District program funded by motor vehicle registration fee surcharges and provides grants to local governments for projects that will reduce air pollution. Funds are administered by VTA and awarded on a competitive basis. Eligible projects include bicycle, trip reduction, and clean air vehicle projects. A major factor for project selection is cost effectiveness of emissions reduced. On August 14, 2024, DOT submitted two applications for funding consideration under the Trip Reduction category.
In October 2024, the City was awarded $921,894 in funding for CTSP implementation for VTA’s local and frequent bus routes.
The project scope includes 111 unique traffic signals along nine of VTA’s local bus routes and is anticipated to reduce vehicle emissions harmful to air quality by 0.9 tons and reduce greenhouse gas emissions (CO
2) by approximately 570 tons over the
project lifespan. See Attachment 1 - Bus Routes and Impacted Signals for Deployment of Central TSP along VTA's Local Networks for a detailed list of routes and signals impacted by this project. The project scope includes 58 unique traffic signals along four of VTA’s frequent bus routes and is anticipated to reduce vehicle emissions harmful to air quality by 1.6 tons and reduce greenhouse gas emissions (CO2) by approximately 1,000 tons over the project lifespan. Bus Bulb-Outs along Senter Road
On March 15, 2024, VTA, in collaboration with DOT, submitted a funding request to Caltrans for the Low Carbon Transit Operations Program (LCTOP) grant. LCTOP is one of several programs that are part of the Transit, Affordable Housing, and Sustainable Communities Program established by the California Legislature in 2014 by Senate Bill 862. LCTOP was created to provide operating and capital assistance for transit agencies to reduce greenhouse gas emissions and improve mobility, with a priority on serving disadvantaged communities.
In October 2024, the City was awarded $1,847,755 through the LCTOP grant. This award will fund the construction of bus bulb-outs at two locations on Senter Road. Bus bulb-outs align the existing bus stops with the parking lane, which allows buses to stop and board passengers without pulling out of the vehicle lane. Constructing these bulb- outs improves bus efficiency and reliability by reducing the amount of time buses spend merging back into traffic. Additionally, the curb extensions improve safety by shortening pedestrian crosswalk distances, creating larger pedestrians queuing areas, and slowing

vehicle turning speeds. The bus bulb-outs will also be equipped with new bus shelters and pedestrian lighting. The two bulb-outs will be installed at:
• Senter Road and Tully Road; and
• Senter Road and Needles Drive.
Climate Smart San José Analysis
The recommendations in this memorandum align with one or more Climate Smart San José energy, water, or mobility goals. The projects will improve walking, transit, and bicycling options. These improvements will support mode shift and reduce vehicle miles traveled and associated greenhouse gas emissions.
EVALUATION AND FOLLOW-UP
This memorandum is not expected to require additional follow-up. As part of DOT’s goal to evaluate the effectiveness of implemented safety projects, staff will complete before/after studies and reports within 6-12 months of project completion.
COST SUMMARY/IMPLICATIONS
The grant award of $1,847,755 for the LCTOP Senter Road Bus Bulb-Outs project is 100% reimbursable. The grant award of $921,894 for the Transportation Fund for Clean Air Central TSP Along VTA’s Local and Frequent Routes requires a local match of $122,600. Specific budgetary information regarding each project includes:
• Central TSP along VTA’s Local and Frequent Routes project will be recommended as part of the Fiscal Year 2024-2025 Proposed Traffic Capital Improvement Program budget in the amount of $831,000 to be programmed in Fiscal Year 2025-2026, subject to the appropriation of funds. The remaining amount of $214,000 is programmed in Fiscal Year 2026-2027, subject to the appropriation of funds. The local match amount of $122,600 is set aside in the Traffic Flow Management and Signal Retiming appropriation 5141 in the Building and Structure Construction Tax Fund.
• Senter Road Bulb-Outs project will be recommended as part of the Fiscal Year 2024-2025 Spring Clean-Up Traffic Capital Improvement budget in the amount of $1,000,000, subject to the appropriation of funds. These funds are needed to encumber for the bid and award process, which is anticipated to start in early summer of 2025. The remaining amount of $847,755 is being recommended as part of the FY 2025-2026 Proposed Traffic Capital Improvement Program budget, subject to the appropriation of funds.
DOT does not anticipate a need for on-going operations and maintenance funding for the deployed CTSP system along VTA’s Local and Frequent routes. For the bus bulb-

outs and bus shelters installed along Senter Road, the grant funds will cover the construction cost. After construction is complete, VTA will annually reimburse DOT for the electricity use of the two added bus shelters. PUBLIC OUTREACH
This memorandum will be posted on the City’s Council Agenda website for the April 8, 2025 City Council meeting.
DOT conducted several community outreach efforts during the design phase for the Bus Bulb-out Installations along Senter Road project. Project posters were hung along the corridor, mailers were distributed to all residences within a half mile of the project area, emails were sent to community groups and City Council District 7 distribution lists, and three community meetings were held. All outreach materials were also provided in Spanish and Vietnamese, and community meetings had translation services available.
