Exploring the Use of Tenant-Based Vouchers
4/14/2025
 +95% of the Santa Clara County Housing Authority’s funding comes directly from the U.S.

Department of Housing and Urban Development, and there is great uncertainty for future Housing Choice V oucher (HCV) funding.
 A 1% reduction in HCV funding = $5 million loss in revenue for the Santa Clara County Housing Authority (funding for approximately 200 households).
 HCV funding includes Tenant-Based V ouchers, Project-based V ouchers, and Special-Purpose V ouchers.

Federal Budget:
• Fiscal year ending September 30, 2025: Flat funding approved through Continuing Resolution. • Fiscal year ending September 30, 2026: The process should be starting soon with the President’s Budget proposal.
• Funding levels are incredibly uncertain. Cuts to HCV could be 10%.
