The Committee meeting was held in the Council Chambers, and convened at 2:00 p.m.
Present: Councilmembers - Kamei, Foley, Doan, Candelas.
Absent: Councilmembers - Cohen.
Staff: Assistant City Manager, Lee Wilcox; Assistant City Clerk,Joy Rodriguez; Assistant City Attorney, Kevin Fisher; City Manager’s Office, Rachelle Blattman; and Deputy City Clerk, Daniel Aguilar.
A. City Council (City Clerk)
1. Review May 13, 2025 Final Agenda
a) Add New Items to Final Agenda
b) Assign "Time Certain" to Agenda Items (if needed)
c) Review of Notice of Waiver Requirements for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Vice Mayor Pam Foley, seconded by Councilmember Bien Doan, and carried unanimously, the Committee approved the final agenda for the City Council meeting on May 13, 2025; including the Add Sheet. (4-0-1; Absent: Cohen)
2. Review May 20, 2025 Draft Agenda
a) Add New Items to Draft Agenda
b) Assign "Time Certain" to Agenda Items (if needed)
c) Review of Notice of Waiver Requirements for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Vice Mayor Pam Foley, seconded by Councilmember Domingo Candelas, and carried unanimously, the Committee approved the draft agenda for the City Council meeting on May 20, 2025; including an 11:00 a.m. City Council meeting start time. (4-0-1; Absent: Cohen) 2 B. Consent Calendar
Public Comment: Blair Beekman provided public comment.
Action: Upon motion by Vice Mayor Pam Foley, seconded by Councilmember Bien Doan, and carried unanimously, the Consent Calendar was approved as a whole. The below actions were taken as indicated. (4-0-1; Absent: Cohen)
1. The Public Record for April 24, 2025 - May 1, 2025. (City Clerk) The Public Record for April 24, 2025 - May 1, 2025, was received and filed.
2. Monthly Report of Activities for April 2025. (City Auditor) The Auditor’s Office Monthly Report of Activities for the month of April 2025 was approved.
3. Retroactive Approval and Approval of Various Events Sponsored by Council District 8 as City Council Sponsored Special Events to Expend City Funds and Accept Donations of Materials and Services for the Events. (Candelas)
The Various Events Sponsored by Council District 8 were approved for placement on the May 13, 2025 City Council Agenda for action.
4. Retroactive Approval and Approval of Various Events Sponsored by Council District 4 as City Council Sponsored Special Events to Expend City Funds and Accept Donations of Materials and Services for the Events. (Cohen)
The Various Events Sponsored by Council District 4 were approved for placement on the May 20, 2025 City Council Agenda for action.

D. Open Forum
1. Blair Beekman spoke to community energy and the Brown Act; and urged to allow public comments during City Council verbal report items.
