COMMITTEE
FROM: Mukesh (Mookie) Patel
SUBJECT: Airport Commission Annual
Report and Work Plan
DATE: July 21, 2025
Approved Date:
7/23/2025

RECOMMENDATION
Accept the Annual Report on the Airport Commission’s accomplishments for Fiscal Year 2024-2025 and the Work Plan for Fiscal Year 2025-2026 to comply with the City Municipal Code pertaining to Boards and Commissions.

BACKGROUND
San José Municipal Code Section 2.08.030.C and Council Policy 0-4, Consolidated Policy Governing Boards and Commissions, require each board and commission subject to Section 2.08 to submit its annual work plan of anticipated activities to the designated City Council Committee each fiscal year. The Transportation and Environment Committee is the designated City Council Committee for the Airport Commission Work Plan.

ANALYSIS
Submission of the Airport Commission Work Plan
Staff recommends the approval of the Airport Commission’s work plan for FY 2025- 2026 as presented in Attachment A. This work plan was reviewed and approved at the May 12, 2025, Airport Commission meeting. The work plan covers multiple work areas for the Commission which includes items from capital projects, land use, and concessions to air service development, airline leases, and airline rates and charges.

Staff believes the Airport Commission work plan focuses on items that are staff priorities; helps further the Commission’s understanding of Airport operations and COMMITTEE AGENDA: 08/11/2025
ITEM: (d)3.

priorities; assists the Commission in carrying out its advisory responsibilities; and makes appropriate and efficient use of available staff resources.

Noise Concerns
As a result of the re-structuring of the City’s boards and commissions in FY 12-13, the Airport Commission has the responsibility to hear Airport noise-related issues.

Accordingly, each year the work plan contains a standing quarterly agenda item to report on curfew intrusions and violations and hear public comments/concerns on noise issues.

Other Items

The Airport Commission continues to be the body to hear and adjudicate curfew and ground transportation violation appeals, as required. These will continue to be standing items in the FY 2025-2026 Work Plan.

Staff remains committed to amending the work plan, as circumstances require, to bring forward to the Airport Commission for review and action any additional issues or items that may emerge during the year. For these reasons, staff recommends approval of the proposed FY 2025-2026 Airport Commission Work Plan (Attachment A).

Submission of the Annual Report
The Airport Commission also reviewed and approved the FY 2024-2025 Annual Report (Attachment B) at the May 12, 2025, meeting. A select list of items brought before the Commission in FY 2024-2025 include:
 Rates and Charges – a briefing on airline rates and charges.  Airport Connector – two briefings (including a special meeting held on March 5, 2025) on the Airport-Diridon Connector project.
 Air Services – a briefing on air services, including passenger and industry trends.  Airport Marketing – a briefing on the Airport’s branding update; celebration of 75 years campaign; paid advertising; and brand tracking.
 Airport Capital Projects – a briefing on the status of current Airport capital projects.
 Safety Update – a briefing on terminal changes to restrict terminal access to enhance safety and security.
 Concession Update – a briefing on updates to the Airport retail concession program.
 Cell Phone Lot – a briefing on the opening of a new, larger cell phone lot.

In addition, the Airport Commission received regular quarterly updates on the Airport’s efforts to: 1) monitor legislative issues that impact the Airport and 2) address community noise concerns, including complaints.
