The Neighborhood Services and Education Committee Meeting was held in a hybrid format, in the Council Chambers and teleconferenced from remote locations. The meeting convened at 1:33 p.m.

B. Review of Work Plan
1. San José Animal Care and Services Audit Report.

Action: Upon motion by Councilmember Domingo Candelas, seconded by Councilmember Bien Doan, and carried unanimously, the item was deferred to the November 14, 2024 NSE Committee meeting. (3-0-2; Absent: Torres, Ortiz)
2. Access To and Use of Neighborhood Blight Programs by Traditionally Marginalized Communities Audit Report.

Action: Upon motion by Councilmember Domingo Candelas, seconded by Councilmember Bien Doan, and carried unanimously, the item was deferred from November 14, 2024 to the December 12, 2024 NSE Committee meeting. (3-0-2; Absent: Torres, Ortiz)

1. Senior Commission and Parks and Recreation Commission Work Plans.

Action: Upon motion by Councilmember Domingo Candelas, seconded by Councilmember Bien Doan, and carried unanimously, the report ,was accepted regarding the work plans for Senior Commission and Parks and Recreation Commission for Fiscal Year 2024-2025, to comply with the City Municipal Code pertaining to Boards and Commissions. D. Reports to Committee
1. Consolidated Annual Homelessness Report and Implementation Plan Status Report.
Erik L. Soliván, Housing Director; Andrea Flores Shelton, Assistant Director of Parks, Recreation and Neighborhood Services; Rick Scott, Assistant Director, Department of Transportation; and Omar Passons, Deputy City Manager, City Manager's Office offered the presentation and responded to questions.

Action: Upon motion by Councilmember Bien Doan, seconded by Councilmember Domingo Candelas, and carried unanimously, the Committee (a) accepted the Fiscal Year 2023-2024 City of San Jose's Consolidated Annual Homelessness Report and the Annual Implementation Plan Update; and (b) cross-referenced the report to the November 5, 2024 City Council meeting. (3-0-2; Absent: Torres, Ortiz)
2. BeautifySJ Neighborhood Blight Reduction Status Report.
Olympia Williams, Interim Deputy Director, Department of Parks, Recreation and Neighborhood Services (PRNS); Aurelia Bailey, Interim Division Manager, (PRNS); Hilda Morales, Program Manager, (PRNS); and Jamie Marcil, Program Manager, (PRNS) offered the presentation and responded to questions.

Action: Upon motion by Councilmember Domingo Candelas, seconded by Councilmember Bien Doan, and carried unanimously, the Committee accepted the BeautifySJ Neighborhood Blight Reduction Status Report for Fiscal Year 2023-2024 and cross-referenced the report to the full City Council on October 29, 2024. 3. Park Ranger Annual Report.
Jon Cicirelli, Director, (PRNS); Avi Yotam, Deputy Director, (PRNS); Shannon Heimer, Division Manager, (PRNS); and Huy Mac, Supervising Park Ranger, (PRNS) offered the presentation and responded to questions.
