SUBJECT: FUNDING AGREEMENT BETWEEN THE CITY OF SAN JOSE AND
V ALLEY TRANSPORTATION AUTHORITY
RECOMMENDATION
Adopt a Resolution of the Council of the City of San José ratifying the City Manager’s or their designee’s execution of a retroactive funding agreement with the Santa Clara Valley Transportation Authority (VTA) for staffing support for the Vice Chair of the VTA Board for a term beginning on February 2, 2025 and expiring on December 31, 2026, in an amount not to exceed $526,000.
BACKGROUND
On November 7, 2024, the VTA Governance and Audit Committee approved a referral by former Chair Cindy Chavez to allocate dedicated funding for one staff member to support the Board Chair in all responsibilities. The motion also included direction to fund a staff member to support the Board Vice Chair.
Shortly thereafter, I was nominated by the VTA Board to serve as Vice Chair. The San José Department of Transportation supported my office in recruiting a candidate to provide staffing support for the Vice Chair role. That position was filled on January 31, 2025. In accordance with the Governance and Audit Committee’s direction, VTA’s General Counsel negotiated an agreement, attached hereto, with the City Attorney’s Office for VTA to reimburse the City of San José for the salary and benefits associated with the position. The agreement was executed by the City Manager’s designee during the City Council summer recess pursuant to Resolution No. 64250.
