COMMITTEE OF THE WHOLE

The Committee meeting was held in the Council Chambers, and convened at 2:00 p.m.
Present: Councilmembers - Cohen, Foley, Kamei.
Absent: Councilmembers - None.
Staff: Assistant City Manager, Lee Wilcox; Assistant City Clerk, Joy Rodriguez; Assistant City Attorney, Kevin Fisher; City Manager’s Office, Rachelle Blattman; and Deputy City Clerk, Daniel Aguilar.
A. City Council (City Clerk)
1. Review January 14, 2025 Final Agenda
a) Add new items to Final Agenda
b) Assign “Time Certain” to Agenda Items (if needed)
c) Review of Notice of Waiver Requests for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Councilmember Pam Foley, seconded by Vice Mayor Rosemary Kamei, and carried unanimously, the Committee approved the final agenda for the City Council meeting on January 14, 2025. (3-0-0)
2. Review January 21, 2025 Draft Agenda – Meeting Cancelled.
B. Consent Calendar
Public Comment: None provided.
Action: Upon motion by Vice Mayor Rosemary Kamei, seconded by Councilmember Pam Foley, and carried unanimously, the Consent Calendar was approved with the below actions taken as indicated . (3-0-0)

1. The Public Record for December 4, 2024 – January 2, 2025. (City Clerk) The Public Record for December 4, 2024 – January 2, 2025 was noted and filed.
2. Joint Special Meeting of the City Council of San José and San José/Santa Clara Treatment Plant Advisory Committee. (Environmental Services)
A Joint Special Meeting and Special Meeting agenda of the City Council of San José and San José/Santa Clara Treatment Plant Advisory Committee was approved for Friday, January 24, 2025, from 10:00 a.m. - 12:00 p.m. at the San José - Santa Clara Regional Wastewater Facility.
3. Community and Economic Development Committee Work Plan. (Mayor and Foley) The Community and Economic Development Committee Work Plan and meeting schedule for the period of January through June 2025 was approved.
4. Retroactive Approval of District 4 Piedmont Middle School Tree Planting Sponsored by Council District 4 as a City Council Sponsored Special Event to Expend City Funds and Accept Donations of Materials and Services for the Event. (Cohen) The District 4 Piedmont Middle School Tree Planting and acceptance of donations from various individuals, businesses, or community groups to support the event , was approved for placement on the January 14, 2025 Council Agenda for action.
