MINUTES OF THE
JOINT MEETING OF THE RULES AND OPEN GOVERNMENT COMMITTEE AND
COMMITTEE OF THE WHOLE
SAN JOSÉ, CALIFORNIA WEDNESDAY, JANUARY 22, 2025
The Committee meeting was held in the Council Chambers, and convened at 2:00 p.m.
Present: Councilmembers - Cohen, Kamei, Foley, Doan, Candelas.
Absent: Councilmembers - None.
Staff: Assistant City Manager, Lee Wilcox; Assistant City Clerk, Joy Rodriguez; Assistant City Attorney, Kevin Fisher; City Manager’s Office, Rachelle Blattman; and Deputy City Clerk, Daniel Aguilar.
A. City Council (City Clerk)
1. Review January 28, 2025 Final Agenda
a) Add new items to Final Agenda
b) Assign “Time Certain” to Agenda Items (if needed)
c) Review of Notice of Waiver Requests for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Councilmember Pam Foley, seconded by Councilmember Bien Doan, and carried unanimously, the Committee approved the final agenda for the City Council meeting on January 28, 2025. (5-0-0)
2. Review February 4, 2025 Draft Agenda
a. Add New Items to Draft Agenda
b. Assign "Time Certain" to Agenda Items (if needed)
c. Review of Notice of Waiver Requirements for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Councilmember Pam Foley, seconded by Vice Mayor Rosemary Kamei, and carried unanimously, the Committee approved the draft agenda for the City Council meeting on February 4, 2025. (5-0-0)
B. Consent Calendar

Action: Upon motion by Councilmember Pam Foley, seconded by Vice Mayor Rosemary Kamei, and carried unanimously, the Consent Calendar was approved as a whole. The below actions were taken as indicated. (5-0-0)
1. The Public Record for January 9, 2025 - January 16, 2025. (City Clerk) The Public Record for January 9 - January 16, 2025, was noted and filed.
2. Release Date for Study Session. (City Manager)
The release of date held for a Study Session on Monday, February 10, 2025 was approved.
3. Neighborhood Services and Education Committee Work Plan. (Mayor and Ortiz)
The Neighborhood Services and Education Committee Work Plan for the period of January through June 2025 was approved, and its meeting schedule was set on the second Thursday of each month at 1:30 p.m. in the City Council Chambers.
4. Transportation and Environment Committee Work Plan. (Mayor and Cohen)
The Transportation and Environment Committee Work Plan for the period of January through June 2025 was approved, and its meeting schedule was set on the first Monday of each month at 1:30 p.m. in the City Council Chambers, with the exception of the month of May, setting the meeting on the third Monday of that month at 9:00 a.m. in the City Council Chambers.
5. Public Safety, Finance and Strategic Support Committee Work Plan. (Mayor and Doan)
The Public Safety, Finance and Strategic Support Committee Work Plan for the period of January through June 2025 was approved.
6. Request to Travel. (Mayor)
Travel for Mayor Mahan to attend the Bay Area Host Committee Events in New Orleans, Louisiana from February 7-10, 2025 was authorized.
