MINUTES OF THE
JOINT MEETING OF THE RULES AND OPEN GOVERNMENT COMMITTEE AND
COMMITTEE OF THE WHOLE
SAN JOSÉ, CALIFORNIA WEDNESDAY, FEBRUARY 19 , 2025
The Committee meeting was held in the Council Chambers, and convened at 2:01 p.m.
Present: Councilmembers - Cohen, Kamei, Foley (arrived after roll call), Doan, Candelas (arrived after roll call).
Absent: Councilmembers - None
Staff: Assistant City Manager, Lee Wilcox; Assistant City Clerk, Joy Rodriguez; Assistant City Attorney, Kevin Fisher; City Manager’s Office, Rachelle Blattman; and Deputy City Clerk, Daniel Aguilar.
A. City Council (City Clerk)
1. Review February 25, 2025 Final Agenda
a) Add new items to Final Agenda
b) Assign “Time Certain” to Agenda Items (if needed)
c) Review of Notice of Waiver Requests for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Councilmember Rosemary Kamei, seconded by Councilmember Bien Doan, and carried unanimously, the Committee approved the February 25, 2025 final agenda. (3-0-2;
Absent: Foley, Candelas)
2. Review March 4, 2025 Draft Agenda
a. Add New Items to Draft Agenda
b. Assign "Time Certain" to Agenda Items (if needed)
c. Review of Notice of Waiver Requirements for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Councilmember Bien Doan, seconded by Councilmember Rosemary Kamei, and carried unanimously, the Committee approved the draft agenda for the City Council meeting on March 4, 2025. (5-0-0)

B. Consent Calendar
Public Comment: None provided.
Action: Upon motion by Vice Mayor Pam Foley, seconded by Councilmember Domingo Candelas, and carried unanimously, the Consent Calendar was approved as a whole. The below actions were taken as indicated. (5-0-0)
1. The Public Record for February 6, 2025 - February 13, 2025. (City Clerk) The Public Record for February 6, 2025 - February 13, 2025, was noted and filed.
2. San José Municipal Electric Utility Exploration Special Meeting. (City Manager)
A City Council Special Meeting entitled San José Municipal Electric Utility Exploration was set for March 21, 2025 from 9:00 a.m. – 12:00 p.m. in the City Council Chambers; and the Special Meeting agenda was approved.
3. Deferred Compensation Advisory Committee Appointments. (City Manager)
The appointments to the Deferred Compensation Advisory Committee were approved for placement on the February 25, 2025 City Council Agenda for action.
4. Update to the January - June 2025 Transportation and Environment Committee Work Plan. (Environmental Services)
The amendment to the January - June 2025 Transportation and Environment Committee Work Plan was approved.
5. Approval of District 9 SAP Funds for Rotary Club of San José Foundation. (Foley)
The recommendation to approve District 9 SAP Funds for Rotary Club of San José Foundation was forwarded to the City Council .
6. Retroactive Approval and Approval of Various Events Sponsored by Council District 4 as City Council Sponsored Special Events to Expend City Funds and Accept Donations of Materials and Services for the Events. (Cohen)
The various events sponsored by Council District 4 were approved for placement on the February 25, 2025 City Council Agenda for action.

D. Open Forum
1. Amanda referenced a letter in the Public Record regarding Valley Water, and a ruling made criminalizing the unhoused.
2. John expressed his concerns of criminalizing homelessness exemplified by the City of Fremont, and the approach the City of San José will take on Valley Water properties.
E. Adjournment
Councilmember Cohen adjourned the Committee meeting at 2:09 p.m.
