SUBJECT: Cost Sharing Agreement with the County of Santa Clara RECOMMENDATION:

Adopt a resolution authorizing the City Manager or her designee to negotiate and execute a Cost Sharing Agreement with the County of Santa Clara for pavement maintenance improvements on Camden Avenue, Canon Vista Avenue, Ginger Avenue, Leigh Avenue, and Woodard Road in the amounts of $826,137 and $15,075.

BASIS FOR RECOMMENDATION:

Every year, the Department of Transportation partners with neighboring jurisdictions to deliver pavement maintenance projects along streets with shared jurisdiction ownership in a cooperative and economical manner. Camden Avenue, Canon Vista Avenue, Ginger Avenue, Leigh Avenue, and Woodard Road are shared roadways with the County of Santa Clara (County) on which each agency is responsible for maintaining its respective right-of-way. The City of San José (City) intends to enter into an agreement with the County, which will enable both jurisdictions to maintain their streets efficiently and cost-effectively. The County will be the lead agency and manage the pavement restoration on Canon Vista Avenue and the City will be the lead agency and manage the pavement restoration on Camden Avenue, Ginger Avenue, Leigh Avenue, and Woodard Road. The City and the County have agreed to the scope of work. This resolution and memorandum authorizes the City to both reimburse and receive reimbursement from the County for work performed on each other’s behalf.

The Department of Transportation will be sealing Camden Avenue from Olympia Avenue to Hillsdale Avenue under the Major Streets Sealing Project, resurfacing Leigh Avenue from Branham Lane to Camden Avenue under the Major Streets Resurfacing Project, and resurfacing Ginger Lane from Downing Avenue to 192 feet north of Lindbergh Avenue and Woodard Road from Bascom Avenue to Union Avenue under the Local Street Resurfacing Project. Approximately 76% is within the City’s jurisdiction and 24% is within the County’s jurisdiction. The County will reimburse the City in an amount not to exceed $826,137 for the work performed within the County’s right-of-way.

The County will be sealing Canon Vista Avenue from 950 feet west of Alum Rock Avenue to Alum Rock Avenue. Approximately 50% is within the City’s jurisdiction and 50% is within the County’s jurisdiction. The City will reimburse the County in an amount not to exceed $15,075 for the work performed within the City’s right-of-way.
