The Committee meeting was held in the Council Chambers. The meeting convened at 2:02 p.m.
Present: Councilmembers - Foley, Jimenez, and Davis.
Absent: Councilmembers - Cohen and Kamei

1. Review October 22, 2024 Final Agenda.
a) Add New Items to Final Agenda
b) Assign "Time Certain" to Agenda Items (if needed)

Action: Upon motion by Councilmember Dev Davis, seconded by Councilmember Sergio Jimenez, and carried unanimously, the Committee approved the October 22, 2024 draft agenda; including the add sheet. (3-0-2; Absent: Cohen, Kamei)
2. Review October 29, 2024 Draft Agenda
a) Add New Items to Draft Agenda
b) Assign "Time Certain" to Agenda Items (if needed)

Action: Upon motion by Councilmember Dev Davis, seconded by Councilmember Sergio Jimenez, and carried unanimously, the Consent Calendar was approved as a whole. The below actions were taken as indicated. (3-0-2; Absent: Cohen, Kamei)
1. The Public Record for October 3 – October 10, 2024 (City Clerk)
The Public Record for October 3 – October 10, 2024, was received and filed.
2. Update to the August - December 2024 Community and Economic Development Committee Work Plan. (City Manager)
The amendments to the August - December 2024 Community and Economic Development (CED) Committee Work Plan were approved.
3. Retroactive Approval and Approval of Multiple Special Events Sponsored by Council District 7 as City Council Sponsored Special Events to Expend City Funds and Accept Donations of Materials and Services for the Events. (Doan)
The Special Events sponsored by Council District 7 were approved for placement on the October 22, 2024 Council Agenda for action.
4. Retroactive Approval and Approval of Various Special Events Sponsored by Council District 5 as City Council Sponsored Special Events to Expend City Funds and Accept Donations of Materials and Services for the Events. (Ortiz)
The Special Events sponsored by Council District 5 were approved for placement on the October 22, 2024 Council Agenda for action.
C. Rules Committee Reviews, Recommendations and Approvals
1. Parks Maintenance and Capital Funding Study Session. (Ortiz)
Councilmember Peter Ortiz introduced his memorandum and the item.
Public Comment: Danny Garza, Maria Reyes, and Melissa offered public comment on the item.
Action: Upon motion by Councilmember Sergio Jimenez, seconded by Councilmember Dev Davis, and carried unanimously, a City Council Study Session on parks maintenance, capital funding, and preliminary work plan for a 2026 Parks Funding Ballot Measure in January or February of 2025; with staff to return with a Workload Analysis to the Rules and Open Government Committee on October 23, 2024. (3-0-2; Absent: Cohen, Kamei)
