The Committee meeting was held in the Council Chambers and convened at 2:01 p.m.

Action: Upon motion by Councilmember Pam Foley, seconded by Vice Mayor Rosemary Kamei, and carried unanimously, the March 26, 2024 Draft Agenda was approved, with a time certain note of 3:00 p.m. for Item 8.2. (4-0-1: Absent: Davis)
B. Consent Calendar

Action: Upon motion by Councilmember Pam Foley, seconded by Vice Mayor Rosemary Kamei, and carried unanimously, the Consent Calendar was approved as a whole, with the below actions taken as indicated. (4-0-1: Absent: Davis)
1. The Public Record for February 29 – March 7, 2024. (City Clerk) Receive and file the Public Record for February 29 – March 7, 2024.

2. Request to Travel. (Mayor)
Authorize travel for Mayor Mahan to join business tech leaders in Vancouver, Canada on April 7-9, 2024.
Action: The request for travel to Vancouver, Canada for Mayor Matt Mahan was authorized. (4-0-1: Absent: Davis)
3. Approval of Multiple Special Events Sponsored by Council District 4 as City Council Sponsored Special Events to Expend City Funds and Accept Donations of Materials and Services for the Events. (Cohen)
1. Retroactively approve the Berryessa Art Festival scheduled on February 14, 2024, as a City Council sponsored Special Event and approve the expenditure of funds .
2. Approve the District 4 Santos Family Car Show scheduled on August 31, 2024, as a City Council sponsored Special Event and approve the expenditure of funds .
3. Approve and accept donations from various individuals, businesses, or community groups to support the event.
4. Place the item on the March 19, 2024 Council Agenda for action .

4. Approval of the Cambodian Flag Raising and Cambodian New Year City Hall Tower Lighting Sponsored by Council District 5 as City Council Sponsored Special Events to Expend City Funds and Accept Donations of Materials and Services for the Events. (Ortiz)
1. Approve the Proclamation of Cambodian New Year in San José on April 9, 2024, as a City Council sponsored Special Event and approve the expenditure of funds.
2. Approve the Cambodian Flag Raising on April 5, 2024, as a City Council sponsored Special Event and approve the expenditure of funds.
3. Approve the Cambodian New Year City Hall Tower Lighting from April 5, 2024, through April 12, 2024, as a City Council sponsored Special Event and approve the expenditure of funds.
4. Approve and accept donations from various individuals, businesses, or community groups to support the events.
5. Place the item on the March 19, 2024 Council Agenda for action.
