A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN
JOSE AUTHORIZING “FREE USE” FOR THE NATIONAL
WOMEN’S SOCCER LEAGUE CHAMPIONSHIP
WELCOME RECEPTION HELD AT THE JANET GRAY
HAYES ROTUNDA ON THURSDAY, NOVEMBER 20, 2025,
CO-HOSTED BY COUNCIL DISTRICT 9 AND THE SAN
JOSE SPORTS AUTHORITY
WHEREAS, in June 2019, the City of San José (“City”) adopted Schedule of Fees and Charges Resolution No. 79138 for the fees and charges for City Hall Facility and Plaza Use; and
WHEREAS, Resolution No. 79138 authorizes City Departments to have “Free Use” of the City Hall Facility and Plaza for events that 1) qualify as official City business; 2) are free and open to the public; 3) occur on a Sunday through Friday; and 4) are booked thirty (30) days in advance; and
WHEREAS, Council District 9 and the San Jose Sports Authority will co-host the National Women’s Soccer League Championship Welcome Reception (“Welcome Reception”), a private, invitation-only event at City Hall’s Janet Gray Hayes Rotunda on Thursday, November 20, 2025, attended by members of the National Women’s Soccer League, the San Jose Sports Authority, and elected officials; and
WHEREAS, the purpose of the Welcome Reception is to welcome to San José the 2025 National Women’s Soccer League Championship match which will take place at Pal Pal Park on Saturday, November 22, 2025, commemorate this special sporting event, and increase visibility for the City of San José; and

WHEREAS, “Free Use” does not apply to events which are not free and open to the public, and, therefore, Council approval is necessary to authorize free use of the Janet Gray Hayes Rotunda for the Welcome Reception; and
WHEREAS, the Welcome Reception occurs on a weeknight and has been booked more than thirty (30) days in advance, in compliance with Resolution No. 79138; and
WHEREAS, the City finds that the Welcome Reception qualifies as official City business through its economic benefits and increased visibility of San José as a successful host city for world-class athletic events; and
WHEREAS, the City desires to allow for the free use of the Janet Gray Hayes Rotunda for the Welcome Reception on Thursday, November 20, 2025;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SAN JOSE THAT:
The City Council hereby authorizes “Free Use” of the Janet Gray Hayes Rotunda for the National Women’s Soccer League Championship Welcome Reception on Thursday, November 20, 2025, co-hosted by City Council District 9 and the San Jose Sports Authority, because of the public benefit that the Welcome Reception and accompanying National Women’s Soccer League Championship events will provide to the City of San José.
