JOINT MEETING OF THE RULES AND OPEN GOVERNMENT COMMITTEE AND
COMMITTEE OF THE WHOLE
SAN JOSÉ, CALIFORNIA WEDNESDAY, APRIL 10, 2024
The Committee meeting was held in the Council Chambers, and convened at 2:02 p.m.
Present: Councilmembers - Cohen, Kamei, Davis.
Absent: Councilmembers - Foley, Jimenez.
Staff: Assistant City Manager, Lee Wilcox; Assistant City Attorney, Kevin Fisher; Assistant City Clerk, Joy Rodriguez; City Manager’s Office, Rachelle Blattman; and Deputy City Clerk, Daniel Aguilar.
A. City Council (City Clerk)
1. Review April 16, 2024 Final Agenda
a) Add New Items to Final Agenda
b) Assign "Time Certain" to Agenda Items (if needed)
c) Review of Notice of Waiver Requirements for Agenda Items or Documents (if needed) Public Comment: Blair Beekman offered public comment.
Action: Upon motion by Councilmember Dev Davis, seconded by Vice Mayor Rosemary Kamei, and carried unanimously, the Committee approved the April 16, 2024 final agenda; including the add sheet, and to edit the travel authorization for Mayor’s Office staff as retroactive. (3-0-2; Absent: Foley, Jimenez)
2. Review April 23, 2024 Draft Agenda
a) Add New Items to Draft Agenda
b) Assign "Time Certain" to Agenda Items (if needed)
c) Review of Notice of Waiver Requirements for Agenda Items or Documents (if needed) Public Comment: Blair Beekman offered public comment.
Action: Upon motion by Vice Mayor Rosemary Kamei, seconded by Councilmember Dev Davis, and carried unanimously, the Committee approved the April 23, 2024 draft agenda. (3-0-2; Absent: Foley, Jimenez)

B. Consent Calendar
Public Comment: Blair Beekman offered public comment.
Action: Upon motion by Councilmember Dev Davis, seconded by Councilmember Vice Mayor Rosemary Kamei, and carried unanimously, the Consent Calendar was approved as a whole. The below actions were taken as indicated. (3-0-2; Absent: Foley, Jimenez)
1. The Public Record for March 28 - April 4, 2024. (City Clerk) The Public Record for March 28 - April 4, 2024, was received and filed.
2. Monthly Report of Activities for March 2024. (City Auditor) The Auditor’s Office Monthly Report of Activities for the month of March 2024 was approved.
3. Retroactive Approval of Purchase of District 4 Stars Gala Awards. (Cohen)
The purchase of awards for the District 4 Stars Gala was approved for placement on the April 16, 2024 City Council Agenda for action.
4. Approval of Multiple Special Events Sponsored by Council District 10 as City Council Sponsored Special Events to Expend City Funds and Accept Donations of Materials and Services for the Events. (Batra)
Multiple Special Events Sponsored by Council District 10 were approved for placement on the April 16, 2024 City Council Agenda for action.
5. Retroactive Approval of Various District 8 Events Sponsored by Council District 8 as City Council Sponsored Special Events to Expend City Funds and Accept Donations of Materials and Services for the Events. (Candelas)
Various events sponsored by Council District 8 were approved for placement on the April 16, 2024 City Council Agenda for action.

D. Open Forum
1. Eric offered public comment regarding a non-profit think tank focused on mass shootings in America.
2. Blair Beekman offered public comment regarding tech accountability and issues in Israel, and hopeful that Zoom participation can one day resume.
