On behalf of SV@Home, thank you to City staff for their diligent work on Agenda Item 10.1, the City-Initiated Rezoning of 951 parcels to align zoning with the General Plan in compliance with Senate Bill 1333. We also appreciate the Council's leadership in advancing this critical step.
This rezoning package marks the final phase of a multi-year effort to bring San José's zoning map into full conformance with the Envision 2040 General Plan. By updating nearly one thousand parcels, the City is removing outdated inconsistencies, streamlining review for General Plan-consistent projects, and creating a clearer path for development.
Notably, this action adds capacity for more than 33,000 new homes while ensuring compliance with Senate Bill 330's no net loss provisions. Aligning zoning and land use in this way not only supports San José's housing goals, but also unlocks opportunities for mixed-use and transit-oriented growth, helping the City advance its vision of complete, walkable communities.
SV@Home applauds the Planning Department's thoughtful work and urges the Council to adopt staff's recommendation.
This action demonstrates San José's commitment to removing barriers to housing production and positions the City as a leader in advancing equitable, sustainable development.
Thank you for your continued leadership in addressing the region's housing challenges.
Sincerely,
Regina Celestin Williams
