Subject: Item C-2 Sept. 10th Rules Committee: Support for No Secret Police Memo

Clerk San Jose Councilmember,
Dear Rules Committee Members,
I am writing to express my strong support for the memo proposed by Councilmembers Ortiz, Kamei, Cohen, and Campos, which directs the City Attorney to draft an ordinance prohibiting law enforcement officers — including federal agents — from concealing their identities while interacting with the public in San José.

Transparency and accountability are essential to building trust between law enforcement and the communities they serve. Yet recent incidents of ICE officers refusing to identify themselves, and even individuals impersonating federal agents, have put immigrant communities at risk and eroded public confidence. No one should be able to wield state power in our city while hiding their identity.

By requiring all officers to wear visible identification and prohibiting the use of masks or disguises, this ordinance will strengthen community safety, protect civil rights, and send a clear message that San José stands for openness and accountability.

I urge you to move this memo forward to ensure that our city remains a place where all residents are protected and respected.

Thank you for your leadership and commitment to transparency and justice. 9/12/25, 2:49 PM Mail - Rules and Open Government Committee Agendas - Outlook https://outlook.office365.com/mail/[email protected]/inbox/id/AAQkADhhYzk3NTk1LTBmZDAtNDc4Yi1hN2Q0LTZjNmZjNTk5MT… 1/2
