The Committee meeting was held in the Council Chambers and convened at 2:00 p.m.
Present: Councilmembers - Kamei, Foley, Doan, Candelas.
Absent: Councilmembers - Cohen.

A. City Council (City Clerk)
1. Review October 14, 2025 Final Agenda – Meeting Cancelled.
2. Review October 21, 2025 Draft Agenda
a) Add New Items to Draft Agenda
b) Assign "Time Certain" to Agenda Items (if needed)
c) Review of Notice of Waiver Requirements for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Vice Mayor Pam Foley, seconded by Councilmember Domingo Candelas, and carried unanimously, the Committee approved the draft agenda for the City Council meeting on October 21, 2025, including the cancellation of evening session. (4-0-1; Absent: Cohen) B. Consent Calendar
Public Comment: Brian Darby offered public comment.
Action: Upon motion by Vice Mayor Pam Foley, seconded by Councilmember Bien Doan, and carried unanimously, the Consent Calendar was approved as a whole, with the below actions taken as indicated. (4-0-1; Absent: Cohen)
2 1. The Public Record for September 25, 2025 - October 2, 2025. (City Clerk) Receive and file the Public Record for September 25, 2025 - October 2, 2025.
Action: The Public Record for September 25, 2025 - October 2, 2025 was received and filed. (4-0-1; Absent: Cohen)
2. Update to the August - December 2025 Neighborhood Services and Education Committee Work Plan. (City Manager)
Approve an amendment to the August – December 2025 Neighborhood Services and Education Committee Work Plan to drop the following item scheduled for the October 9, 2025, Committee meeting.
Consolidated Annual Homelessness Report and Implementation Plan Status Report.
Purpose: Provide an annual report on homelessness and a status report on the City’s Implementation Plan for the Santa Clara County Community Plan to End Homelessness 2020-2025. (City Manager/Economic Development and Cultural Affairs/Housing/Library/Parks, Recreation and Neighborhood Services)
Action: The amendment to the August – December 2025 Neighborhood Services and Education Committee Work Plan was approved. (4-0-1; Absent: Cohen)
C. Rules Committee Reviews, Recommendations and Approvals
1. Approval of Direct Artist Selection and CMO Support for Former Hillview Library Site Mural Project. (Ortiz) - DROPPED
1. Direct the City Manager’s Office (CMO) to assist with the review and approval of the proposed mural at the former Hillview Library site - 2255 Ocala Ave, San Jose, CA 95122 (City property), including providing staff support to facilitate review by the Public Art Committee and the Arts Commission to ensure compliance with City standards, guidelines, and processes for public artwork located on City property including site preparation and future maintenance.
2. Approve the use of a direct artist selection process, rather than a competitive call for artists, for the former Hillview Library site mural project.
3. Place the item on the October 21, 2025 City Council Agenda for action.

D. Open Forum
1. Brian Darby addressed the need to have a call-in option to provide public comment at City meetings and spoke to City policies regarding public records access, appeals, and transparency rules.
