On behalf of the Silicon Valley Council of Nonprofits (SVCN) and our 170+ nonprofit members, we respectfully submit comments on agenda Item 3.6 for the October 21, 2025 meeting. SVCN advances the role, voice, and capacity of the nonprofit community in Santa Clara County so it can be a force for positive social change and support the creation of equitable, vibrant, and thriving communities. In this spirit, we offer our perspective to assist the Council in understanding the impact of City policies and initiatives on the nonprofit ecosystem and the communities we collectively serve.

We urge the Council to approve the direction to draft resolution of support for Santa Clara County's Measure A. H.R.1's significant detrimental impacts will threaten over $1 billion in annual funding for the County's public health system. These cuts will jeopardize the County's ability to provide care and critical safety net services for its residents.

Measure A will be crucial to soften the impacts of this blow for San José city residents. This is a necessary, temporary measure that will alleviate the losses that the County projects. As the largest city in Santa Clara County, the City should take leadership in supporting Measure A to protect the public hospitals that its residents, and all residents in the County, depend on.

We hope the Council supports this proposal and thank you for your consideration.

Sincerely,
Shannon Zhang| Nonprofit Policy + Advocacy Fellow
