San José City Council Rules Committee
Subject: Support for Agenda Item C: Limiting the Use of City Property and Facilities for City Purposes
Dear Members of the San José City Council Rules Committee, On behalf of the Latina Coalition of Silicon Valley, we write to express our strong support for the memorandum from Councilmembers Ortiz, Candelas, and Kamei regarding the limitation of City property and facilities for City purposes.

As an organization committed to uplifting the civic leadership and wellbeing of Latinas and their communities throughout Silicon Valley, we recognize the importance of ensuring that City resources are used in ways that promote trust, safety, and equity. Our community relies on local government to uphold policies that reflect San José’s values as a Welcoming City; where all residents, regardless of immigration status, feel safe accessing city services and participating in civic life.

We urge the Rules Committee to support this memo and direct the City Manager and City Attorney to conduct a full inventory and assessment of City properties and to draft a strong ordinance with clear reporting protocols. Preventing the use of City property for federal immigration enforcement operations without authorization is a crucial step toward protecting the City’s autonomy, ensuring transparency, and reinforcing trust between residents and local government.

This ordinance represents more than a policy change; it is a reaffirmation of San José’s commitment to protecting the dignity and safety of all its residents. We commend the leadership of Councilmembers Ortiz, Candelas, and Kamei, and encourage continued collaboration with County and regional partners to strengthen these protections across jurisdictions.

Thank you for your leadership and commitment to a San José where all communities feel seen, valued, and protected.

Sincerely,
Marinez Alvarado Rosales
Leadership Development Manager
Latina Coalition of Silicon Valley
