As recommended by the Rules and Open Government Committee on November 12, 2025:
(a) Retroactively approve the Mt. Pleasant Neighborhood Association Emergency Resource Fair scheduled on April 5, 2025 as a City Council sponsored Special Event and approve the expenditure of funds.
(b) Retroactively approve the Great American Litter Pickup scheduled on April 19, 2025 as a City Council sponsored Special Event and approve the expenditure of funds. (c) Retroactively approve the Evergreen Estates Dumpster Day scheduled on May 31, 2025 as a City Council sponsored Special Event and approve the expenditure of funds. (d) Retroactively approve the Senior Scam Stopper scheduled on June 13, 2025 as a City Council sponsored Special Event and approve the expenditure of funds. (e) Retroactively approve the Philippine Independence Flag Raising scheduled on June 13, 2025 as a City Council sponsored Special Event and approve the expenditure of funds. ACKGROUND
O
n February 1, 2005, the City Council adopted Resolution 72517 which requires Councilmembers to submit a memorandum to the Rules Committee regarding proposed City Council sponsored Special Events and the proposed use of any funds.
Th
ese events were free and open to the public. The purchase of event supplies for the outlined District 8 events were for the community who attended to:
1) Learn about city services and resources available and/or 2) Connect with city staff to discuss concerns and priorities, and/or 3) Promote engagement between residents and city government and/or 4) Strengthen community ties and foster a sense of unity.

A
pproval by the City Council of the events will ensure compliance with the Council’s prior direction regarding Council Special Events. In observance of existing fundraising disclosure requirements, Councilmember Domingo Candelas will report any cash or in-kind donations received for the event on their Disclosure of Fundraising Report (DFR-1). Approval of this memorandum will enable Council District 8, City departments and the Office of the City Clerk to proceed with the event. Any cash donations received will be processed pursuant to the City’s normal financial and budgetary procedures.
