Dear San Jose City Council Members,
I am a supporter of San Jose's historic neighborhoods. I urge you to deny the proposed amendments affecting the St. James Historic District. These changes threaten the integrity of our historic buildings and community, and could set a precedent that undermines other historic districts across the city.

Preservation is about more than architecture, it is about maintaining the unique character and identity of our city. I ask that you uphold San Jose's General Plan priorities and protect our historic heritage.

Thank you for your consideration and your commitment to preserving our city's history.

Sincerely,
Jim Frizzell

Learn morel You don't often get email from Learn why this is important Dear Mayor Mahan and Honorable Members of the San José City Council, I urge you to adopt the proposed update to San José's historic preservation ordinance, unanimously recommended by the Planning Commission on November 19, 2025. This change, required by the Court of Appeal following the 2020 lawsuit by the Sainte Claire Historic Preservation Foundation, ensures that a private, men-only club cannot control decisions about a public park.

St. James Park belongs to the people of San José. Adopting this ordinance will finally clear the way for Levitt Pavilion San José, a project 13 years in the making, bringing 50 free, family-friendly concerts and programs that make our park safer, more vibrant, and welcoming to all. This is a long-overdue opportunity to transform St. James Park into the thriving historic treasure our community deserves.

Please act now to adopt the ordinance as recommended and bring this long-awaited vision to life. San José has waited over a decade-let's make it happen.

Sincerely,

I am a supporter of San Jose's historic neighborhoods. I urge you to deny the proposed amendments affecting the St. James Historic District.

I also believe in honesty and integrity. For City Staff to present this as an AMENDMENT to the Ordinance is just plain dishonest. It is a fundamental and cardinal change to the ordinance. These changes threaten the integrity of our historic buildings and community, and will set a precedent that undermines other historic districts across the city.

Preservation is about more than architecture; it is about maintaining the unique character and identity of our city. I ask that you uphold San Jose's General Plan priorities and protect our historic heritage.

Dear Honorable Mayor and San Jose City Council Members, I urge you to deny the proposed Historic Ordinance "amendments." These changes are much more than a mere amendment and I believe they will make way for actions that will weaken or destroy this City's important historic landmarks and districts - actions that are permanent and which will involve decisions by elected officials in the future who may have different goals than the ones currently in office (just look at the East Wing of the White House). The people of San Jose deserve checks and balances in their local government and safeguards to protect our historic resources.

I am also concerned as we are about 10 days out from the City Council meeting on December 2nd and I have not seen an agenda or other meeting materials available online. I understand 10 days is the City's sunshine policy deadline and not the Brown Act requirement but I do hope the Council is given ample time to review materials and consider the full implications of this ordinance change. The Planning Commission seemed to have limited knowledge of the ordinance changes at their meeting on November 19th and were blatantly biased in their opinions (at the beginning of the public meeting they did disclose that members of the Commission met with an interest group prior to the public meeting).

It is clear that the goal of this ordinance change is to accomplish a specific project but it is going to have permanent, long-term and far-reaching effects.

Thank you for your consideration and your commitment to preserving our city's history.

Sincerely,
Olivia Heir

Dear San Jose City Council Members,
I am a supporter of San Jose's historic neighborhoods. I urge you to deny the proposed amendments affecting the St. James Historic District. These changes threaten the integrity of our historic buildings and community, and could set a precedent that undermines other historic districts across the city.

Preservation is about more than architecture, it is about maintaining the unique character and identity of our city. I ask that you uphold San Jose's General Plan priorities and protect our historic heritage.

Thank you for your consideration and your commitment to preserving our city's history.

Sincerely,
Rich from Willow Glen

I am a supporter of historic neighborhoods, whether in my neighboring Bay Area cities or my hometown of Santa Clara. I agree with Ben Leech ("This City amendment would profoundly weaken San Jose's Historic Preservation Ordinance and the 200+ City Landmarks and Landmark Districts it was designed to protect.").

I urge you to deny the proposed amendments affecting the St. James Historic District, as they are too broad. These changes threaten the integrity of historic buildings and community. Furthermore, 1 am concerned about setting a precedent that undermines other historic districts across the city. That's a dangerous precedent and a road too far.

There HAS to be a better way - one that works for both the Levitt Foundation and the St Claire Preservation Foundation. I understand we are at this point due to a lawsuit filed by the St Claire Foundation and the over-reaching court order that resulted.

How unfortunate and what a shame! When the adrenaline is flowing, passionate people can sometimes get lost in their own hype. The result (in this case, the court order) makes it worse for both sides - a road travelled too far.

Preservation is about maintaining the unique character and identity of San Jose. I ask that you uphold San Jose's General Plan priorities and protect historic heritage until such time as a mutually agreed upon mediator can fashion a better course of action here with adults from both sides. I'm happy to help. THERE IS ALWAYS A WAY, despite all the years spent so far.

Thank you for your consideration and your commitment to preserving San Jose's historical properties.

Sincerely,
Nancy Biagini

Dear Mayor Mahan and Honorable Members of the San José City Council, I urge you to adopt the proposed update to San José's historic preservation ordinance, unanimously recommended by the Planning Commission on November 19, 2025.

Sincerely,

This action will clear the way for Levitt Pavilion San Jose, a project that many of us have championed consistently and passionately for more than a decade.

Your action will continue your notable efforts to restore trust that San Jose city government can deliver on significant projects that matter to people.

It will also make a strong statement that St. James Park belongs to the general public-that park use will not be dictated by a men's club that wants the park kept quiet and underutilized.

It's time for everyone to join together to activate and actively manage St. James Park for the benefit of the common good.

My best regards,

Subject: Agenda Item 10.2: Support the Arts AND Protect Our Landmarks! [External Email. Do not open links or attachments from untrusted sources. Learn more] SJ City Clerk,
Mayor Mahan and Council Members:

I urge the San José City Council to fix the proposed changes to the Historic Preservation Ordinance (PP25-005) so they support vital public projects—like the Levitt Pavilion— without opening the door to unnecessary demolition of our historic landmarks.

The City's draft ordinance creates a sweeping new override that would let Council waive landmark protections for any public or private project based on vague "overriding considerations." This goes far beyond what the recent Sainte Claire court decision requires and puts more than 200 designated City Landmarks and Landmark Districts at risk.

San Jose should support the arts, public space activation, and the Levitt Pavilion. But I do not support weakening the very Ordinance that has protected San José's historic places for decades.

I support PAC*SJ's call to:
1) Keep the useful clarifying definitions in the draft ordinance; and 2) Limit the new override to projects that demonstrate a compelling public interest, not speculative private development proposals that threaten to erase our architectural and cultural heritage.

This simple fix allows the Levitt Pavilion to move forward and keeps our landmark protections strong.

Support the Arts AND Protect Our Landmarks!

I wish to voice my support for the recommendations of PAC*SJ regarding Historic Preservation Ordinances in San Jose. We need to strive to keep a sense of the history and soul of our city. Too much has already been lost to soulless modern buildings.

As a longtime resident of one of San Jose's older neighborhoods, I appreciate the preservation of the various historic structures that add to the character of an area. Willow Glen, for example, is richer thanks to the preservation of the Garden Theater, the Buffington House, and that quaint little store-front on Cherry Avenue, among others. But if the City's Historic Preservation Ordinance is relaxed too much, then practically any excuse could justify the demolition of a historic structure, and the efforts of the City's Historic Landmarks Commission would be meaningless. Accordingly, I join many others in urging you on the San José City Council to fix the proposed changes to the Historic Preservation Ordinance (PP25- 005) so they support vital public projects without opening the door to unnecessary demolition of our historic landmarks: I do not support weakening the very Ordinance that has protected San José's historic places for decades.

This is about progress and the past merging comfortably and that can happen with a team of people who look at different perspectives, not just special interest. There is room enough for both when input is given from people with all different backgrounds, etc. California is a newer state in the union to begin with--let's preserve the unique history with well thought out plans to retrofit older buildings with the modern inventions of understanding how to retrofit buildings, use safe paint, etc. but not demolish them willy nilly. I have noticed more young generations appreciating the history too! How cool to see and enjoy the lovely buildings and not lose sight of this when "modernizing" areas and planning the city with a well managed blend.

Do not open links or attachments from untrusted sources. Learn more] You don't often get email from Learn why this is important Dear Mayor Mahan and Honorable Members of the San José City Council, St James Park needs this pavilion. Whenever I walk by Hobee's, I am sad that there isn't a crowd enjoying downtown San Jose. This effort effectively ties together San Pedro Square and the abandoned 1st street corridor. We are ready to attract world class talent to live, work and play right here.

San Jose can stand for Al technology that aligned with humanity, something that San Francisco has failed to protect. Live music is the first step to revitalizing the neighborhood and making the area attractive for businesses to thrive.

I urge you to adopt the proposed update to San José's historic preservation ordinance, unanimously recommended by the Planning Commission on November 19, 2025.

Sincerely,
Ishak Kang
