SUBJECT: First Amendment to the Agreement with cQuant.io, Inc. for Energy Trading and Risk Management Software

RECOMMENDATION:

Adopt a resolution authorizing the City Manager or her designee to negotiate and execute the First Amendment to the Agreement with cQuant.io, Inc. (Louisville, CO) for energy trading and risk management software to:

(a) Extend the term of the Agreement for up to five additional one-year option terms for a total of nine options, through June 30, 2031, subject to the appropriation of funds; and (b) Increase the total compensation by $269,456 for a maximum compensation not to exceed $1,405,460 to cover the estimated cost for the option term beginning on or about July 1, 2026, and ending on or about June 30, 2027, subject to the appropriation of funds.

BASIS FOR RECOMMENDATION:

The Energy Department performs complex portfolio analysis, risk management, and asset valuation to support providing reliable and clean energy at a lower cost.

On June 29, 2021, City Council authorized staff to enter into an agreement with cQuant.io, Inc. to provide an energy trading and risk management software to the City. The current term of the Agreement expires on June 30, 2026. To ensure continuity of critical services, the Energy Department requests extending this Agreement.

Approval of these recommendations will allow the Energy Department to continue to provide analysis for reliable and clean energy at lower costs without interruption while allowing sufficient time to evaluate comparable service providers and conduct a future solicitation, if appropriate.
