Subject: Oppose Agenda Item 4.1 - Terminate the Flock Safety Contract. San Jose Deserves Better! [External Email. Do not open links or attachments from untrusted sources. Learn more] City Clerk Toni Taber,
For this upcoming March 10 San Jose City Council Meeting, I urge you to oppose Agenda Item 4.1 and permanently terminate the Flock Safety Contract.
Despite specific directives regarding who could access our information, Flock Safety's system violates our community's trust by neglecting our restrictions, allowing external access without the City's knowledge or consent. We must refuse to work with a private corporation that has granted CBP access to their systems (such as Denver), has endangered the safety of our San Jose residents, and has circumvented our local governance.
In recent weeks, Mountain View, Santa Clara County, Los Altos Hills, and Santa Cruz have all removed Flock and have reconsidered their ALPR programs. Santa Clara County voted that Flock can no longer be their provider for ALPRs, and Mountain View unanimously and bravely decided to cancel their contract with Flock and will not seek the services of any other ALPR vendors. While we strongly oppose any mass surveillance system in our community, we support the community's guardrails, such as requiring a valid judicial warrant on all data searches, on any potential ALPR vendor. If an ALPR vendor cannot guarantee our safeguards, then we must cease operating all ALPR networks unless and until an alternate ALPR vendor can be found that meets all of the guardrails. San Jose should join our neighboring cities and aim to be a community defined by trust and freedom, not constant monitoring.
Please vote to permanently kill this Flock contract and reject the normalization of invasive surveillance in our city.
Thank you,
Laura Comoletti

Dear Council members,
I have been living in los Paseos Neighborhood for more than 15 years. When we first arrive to this neighborhood it was a very quiet and safe place to live and to raise kids. With the years passing by the neighborhood started to turn into a not so secure place, home robberies started to grow, and houses, and cars being vandalized. Then safer San Jose cameras project came alive and many houses installed license plate readers as well as security cameras which in my opinion helped to reduce the number of robberies, and these cameras turned to be useful for the police department to catch some of the people who were committing crimes.
I can understand the point of view of some people that so many cameras around us sometimes can make us feel uncomfortable or being watched all the time.
But are we gonna fight all this technology that we have nowadays like cell phones with cameras and microphones, cars with cameras, Internet and Bluetooth, all these Al technology, or this lenses that can record people without knowing that you're being recorded (example Meta glasses), security cameras on every door with Internet access or Bluetooth (example ring cameras), just to mention some? What I think we need to do is to use the technology to our advantage, and work together to keep our houses, our neighborhood, our city, and our state safe for all citizens to live in, so I totally support the use of cameras if not to prevent but to decrease the number of crimes committed in our neighborhood.
So please keep the Flock cameras!!!
Thanks,
Araceli Austria

I write with great concern that all City of San Jose Flock photo system technologies currently operating in our local communities will be discontinued regardless of wasting public infrastructure investment and the benefits of continuing its use as it relates to public safety and criminal accountability over "political correctness".
I ask for continued use of the system and further investment/networks expansion using the Flock systems) moving forward as Mayor Mahan has supported as he has emphasized while addressing multiple recent violent crimes.
It's far more important at this point to delay a discontinuance vote and further factually research what has been jeopardized in our San Jose communities and modifying the system in ways to increase public trust...
Sincerely,
Mark Idemoto

With the increase of crime in our neighborhood, taking away these camera will make San Jose City a go to area for criminals in our communities. In past couple of months just on my street two car have been broken into and stolen.
My neighbors car was found in Oakland the next day, the Flock cameras was the reason it was found.
Please keep these cameras and have monitoring on the usage. This includes monthly stats for the public.

To the City Leaders of San Jose,
It is imperative that you keep the flock cameras up and running. Year after year crime continues to be a rising problem within our city. We have a shortened budget as you know, and less police and resources. This leads to more criminals getting away with crime and cases that pile up for a shortened police force/detectives etc. My family and friends have experienced auto and home theft among other crimes. These cameras are a great resource and have helped significantly, even as a deterrent in some cases.
Please do NOT be ignorant and get trapped in all the bias nation-wide media nonsense going on about ICE etc. We're the natural citizens of this city, state, and country and OUR safety and freedom from crime is the number one priority. Not trying to do everything you can to be difficult for outside agencies...
Please do the RIGHT THING, and keep this program active, and protect your SJ citizens. If you refuse to, and do the wrong thing, I'll be sure to use all my power and help make that those who chose against our safety, pay at the voting ballot...
Sincerely,
Max Ramsay

Subject: Agenda Item 4.1 for March 10, 2026 meeting (Flock cameras) [External Email. Do not open links or attachments from untrusted sources. Learn more] You don't often get email from Learn why this is important Greetings,
I have lived in San Jose for 29 years and in the SF Bay Area for 42 years.
I do NOT support my Federal tax dollars supporting companies such as Palantir or my property tax dollars supporting the company providing Flock cameras that feed private data for all citizens to Palantir.
Our neighborhood association is encouraging everyone in the neighborhood to support the use of Flock cameras to help with solve crime. This encouragement is being "issued" despite the visit from a San Jose policeman at our last neighborhood meeting who assured us that the crime rate in our neighborhood is quite low. As someone who has lived in this neighborhood for 29 years, I can say that I have never once experienced a robbery or any other type of crime. Yet we have the San Jose Chief of Police fear mongering. I have no doubt that crime exists in the SF Bay Area, but, statistically, the crime rate is decreasing throughout the country.
So why do we need Flock cameras? And what makes San Jose think that they can trust the "Tech. Bros., such as Peter Thiel, Elon Musk, Jeff Bezos, Sam Altman, and others, to do the right thing? Oh, I read the document provided by the San Jose Chief of Police, and I'm not convinced that we can trust Flock cameras.
One of our neighbors to the north (Mountain View) got ***** over by Flock cameras after spending a bunch of money.
https://www.mountainview.gov/Home/Components/News/News/1211/284 This is new news and from an official government website, and so, I am asking, why does San Jose think their outcome will be better than that of Mountain View? Some media coverage of the Flock camera fail for Mountain View:
https://www.nbcbayarea.com/news/local/fed-unauthorized-plate-reader-mountain-view/4024052/ https://www.mv-voice.com/city_government/2026/02/25/city-council-terminates-mountain-views- license-plate-camera-contract/
With all due respect, I would like each and every one of you to do the job you are being paid to do.
What I mean is that you should do your due diligence about these technological companies and their CEOs, think critically about what they are promising, and carefully consider whether you want to continue living in a democracy.
No one wants crime, but living in a police state is NOT the answer.
Please carefully consider my remarks.
Thank you,
Carolyn Donlin

Learn morel You don't often get email from Learn why this is important I do not support the removal of the Los Paseos neighborhood Flock cameras.cameras and I agree with the staff report as written.
I strongly believe these cameras should remain in our neighborhood. The cameras play an important role in promoting safety, deterring crime, and providing peace of mind for residents. Knowing these tools are in place helps our community feel safer and more protected.
From a resident perspective, the benefits to neighborhood safety outweigh the reasons presented for their removal.
Thank you for the opportunity to share my input and for your consideration.
Sincerely,

Subject: City council meeting March 10, 2026 Agenda item 4.1 Keep the Flock cameras [External Email. Do not open links or attachments from untrusted sources. Learn morel You don't often get email from earn why this is important Hello City Council Members
I own one of the Flock Cameras and I would like to have these cameras REMAIN in support of our community. It has brought our community closer and has also reduced the "rif-raft" we originally had from car break ins, mail theft, harm to our neighbors and general awareness of our community.
l've also noticed since this was implemented that while there are lots of events on Nextdoor based around Cottle and the other side of Bernal - our area continues with less crimes than those that do not have the cameras.
This alleviates time our officers need to tend to so they can focus on other calls in our city
I strongly encourage they City Council to KEEP the Flock Cameras Best regards
Kathy Minor
