SJPD’s air support unit, allowing them to locate the vehicle and detain the suspect. The suspect was subsequently arrested and charged with sexual assault against the survivor.

Without these cameras and the technology that supports them, identifying the suspect vehicle so quickly would have been far more difficult. Time matters in crimes like these. The faster law enforcement can act, the greater the chance of protecting victims and preventing additional harm.

As an educator, I think about the students who walk to school in my community every day. The reality is that we cannot place an officer on every corner, but we can provide our police department with modern tools that help them respond quickly and effectively when something terrible happens. The Flock camera system is not just technology, it is an additional layer of protection for the children and families who live here.

San José is widely recognized as the safest big city in the United States and that is not by accident. It is because our police department has the tools, training, and partnerships necessary to identify suspects and hold them accountable. In this case, those tools helped bring justice to a young student and her family while removing a dangerous criminal from our streets.

For the safety of our community and especially for the protection of our children, I respectfully urge you to vote in favor of keeping the Flock cameras active in San José.

Thank you for your leadership and your commitment to public safety.

Sincerely,
Jill Leipelt

We live in the Silicon Valley capital. What does that say when we bypass the AI Technology we have at our fingertips? Shouldn't we continue to be on the cutting edge and forefront of implementing such technology to protect our residents? and be a beacon to our states? I live in District 2. Our District is unproportionally loaded with transitional housing (EIH). Housing that harbors known felons. One such community, Rue Ferr ari, houses 4 known sex offenders.

They are located in close proximity to Ledesma Elementary School. Again, knowing camer as are in effect provides some comfort.

Lastly, why are we succumbing to the voices of the minority? Why risk the lives of the many for a few whose demands are grounded in emotional, illogical and unfounded reasons. They cite dat a breach possibilities. Does that mean we now do a way with health care? Financial institutions? and any other number of businesses that have already experienced data breaches? They cite the use of camer
as for ICE. San Jose strictly disallows F ederal Agency use. They cite lack of privacy - this begs the question - what actions are you doing in public that you would want to keep private?

Thank you. I'm hopeful my message, which I'm sure is shared by many, propels our City to do the right thing.

Regards,
Faith Egg

If we are to prove to our community that we care about our immigrant population, action must be taken to protect them.

I have witnessed first-hand how these ALPRs have resulted in the arrest and incarceration of an innocent loved one when the license plate of a stolen vehicle turned up on the ALPRs. Even though my loved one was not in the car when it was driving through the city, the person in control of the vehicle had brought it to his place of residence and when SJPD arrived on scene he was present, resulting in his arrest. Due to his vulnerable situation, he was forced to plead guilty in order to minimize jail time.

This is not the type of police state in which we want to exist.

Finally, I demand Mayor Mahan recuse himself from this vote and any discussion in alignment with the Levine Act, as his gubernatorial campaign directly received over $1 million from FLOCK investors in addition to $2.7 million of his independent expenditures.

There is no possible way his involvement in this matter can be construed as anything other than a conflict of interest.

For these reasons, continued use of FLOCK directly undermines the community’s trust in the council and SJPD. Many of the letters in favor of these cameras discuss the reduction in crime, which can be maintained with a provider that has alignment with SB

ALPR vendors. While we strongly oppose any mass surveillance system in our community, we support the community's guardrails, such as requiring a valid judicial warrant on all data searches, on any potential ALPR vendor. If an ALPR vendor cannot guarantee our safeguards, then we must cease operating all ALPR networks unless and until an alternate ALPR vendor can be found that meets all of the guardrails. San Jose should join our neighboring cities and aim to be a community defined by trust and freedom, not constant monitoring.

As a Senior who has been a community activist for peace and justice issues for many, many years, I ask that you please vote to permanently kill this Flock contract and reject the normalization of invasive surveillance in our city.

My neighborhood leader colleagues and I place our trust in the professional management of our police department led by Chief Paul Joseph. He and his officers, including our own Southern Division Commander, Capt. Steven Payne, understand, obey and even revere the rule of law as well as the law’s overarching protection of people’s constitutional rights. This professionalism extends to SJPD’s Flock ALPRs and other cameras and additional technology-assisted operations.

As you know, SJPD is understaffed by several hundred officers. It may take a generation to bring SJPD staffing levels to current needs. Technology-enabled force multipliers such as the Flock ALPRs and other cameras help keep our neighborhoods safe, helping to fill the numerical staffing gap while the city continues to add needed numbers of officers. Instances of successful camera technology-enabled police work demonstrate their value nearly every day.

With the above in mind, I urge you to support continued use of Automated License Plate Readers and other surveillance cameras while, together, we maintain our focus on making San Jose a “Safest City” for all.

Sincerely,

Steven Spivak
