1 Attachment A: Completed Programs Status
The following programs and initiatives have either sunset or are winding down.
CALeVIP: CALeVIP is a $14 million rebate program for Level 2 and Direct Current Fast Charging (DCFC) infrastructure co-funded by SJCE and the California Energy Commission and administered by the Center for Sustainable Energy. CALeVIP launched in December 2020 and closed to new applications in June 2023. Through 2025, 268 Level 2 and 82 Direct Current Fast Charging ports funded by the program are operational at 29 locations. About 26% of the funds have been issued to or reserved for projects in low-income communities.
The program was extended until July 2026 to allow more time for three remaining projects. After program conclusion any unspent funds committed by the City would be returned to the City. Unspent funds committed by the California Energy Commission will be re-allocated to other state programs.

Residential Super Off-Peak Charging Rate Pilot: Residential customers with an EV, battery storage, heat pump water heater, or heat pump HVAC can enroll in E-ELEC, a time-of-use rate plan designed to support electrification. In August 2024, staff launched the Midday Super Saver Rate Pilot, which added an “E- ELEC-SJ” rate plan with a super off-peak period from 9 a.m. to 2 p.m.—the lowest electricity price of the day—to encourage EV charging and other electric uses when the grid is typically flush with solar energy. For the pilot, SJCE did not raise rates in other time-of-use periods to offset the lower midday price. Eligible E-ELEC customers, including non-solar customers and solar customers on the Solar Billing Plan, were automatically enrolled, while legacy Net Energy Metering
1.0 and 2.0 customers were excluded to avoid potential loss of value during solar production hours. The pilot concluded in August 2025. During the pilot, staff sent welcome and reminder emails encouraging customers to shift usage to midday; after the welcome email, 9% of customers shifted more usage into midday, increasing midday consumption by 32% on average and reducing peak usage by 18% on average, and after receiving a reminder email, 25% of customers shifted their usage. The pilot provided valuable insights into customer behavior, including the importance of targeted outreach and nudges to encourage load shifting.
Low-income Solar and Storage Offer: In summer 2025, staff conducted a competitive, no-cost solicitation and selected Haven Energy to provide a turnkey solar and storage offering for qualifying low-income households in San José through the State’s Self-Generation Incentive Program (SGIP). Under this offering, eligible customers can receive solar and battery systems at no cost, resulting in up to 80% reductions on their electricity bill. Haven Energy provides end-to-end support, including assessing site and customer eligibility, helping customers navigate the complex SGIP application process and reserve incentive funds, bridge-financing the SGIP rebate and capturing the federal Investment Tax Credit, and designing, installing, operating, and maintaining the solar and storage systems. Participating customers sign a 10-year SGIP Energy Services Agreement at zero cost, with the option to purchase the system for $1 at the end of the term or have it removed at no cost. Haven also enrolls the battery systems in SJCE’s Peak Rewards demand response program. Haven Energy submitted SGIP applications for 90 customers before the program became fully subscribed 3 in November 2025. Approximately half were accepted into SGIP while the remainder are currently on a waitlist. The first installations began in March 2026.
