A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN
(A) APPROV ING THE PROPOSED PROGRAMS
PRESENTED IN THE SAN JOSE CLEAN ENERGY
PROGRAMS ROADMAP UPDATE; (B) AUTHORIZING THE
CITY MANAGER OR HER DESIGNEE TO NEGOTIATE
AND EXECUTE CONTRACT(S) WITH CONSULTANT(S)
TO IMPLEMENT THE COMMERCIAL TECHNICAL
ASSISTANCE SERVICES FOR UP TO FOUR YEARS
STARTING IN FISCAL YEAR 2026 -2027 AND UP TO
$650,000 FROM THE SAN JOSE CLEAN ENERGY
OPERATING FUND (FUNDING FOR SUBSEQUENT
YEARS WILL BE SUBJECT TO THE APPROPRIATION OF
FUNDS); AND ( C) AUTHORIZING THE CITY MANAGER
OR HER DESIGNEE TO NEGOTIAT E AND EXECUTE
CONTRACT(S) WITH CONSULTANT(S) TO IMPLEMENT
THE DIRECT-TO-RENTER PORTABLE HEAT PUMP PILOT
SERVICES FOR UP TO TWO YEARS STARTING IN
FISCAL YEAR 2026-2027 AND UP TO $300,000 FROM THE
SAN JOSE CLEAN ENERGY OPERATING FUND
(FUNDING FOR SUBSEQUENT YEARS WILL BE
SUBJECT TO THE APPROPRIATION OF FUNDS)
WHEREAS, the City of San José (“City”) City Council desires to adopt this resolution for the reasons set forth in the memorandum, dated March 23, 2026, from the Director of Energy, Lori Mitchell, for the May 19, 2026, City Council meeting (“Memorandum”);
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SAN
JOSE THAT
A. The proposed programs presented in the San José Clean Energy Programs Roadmap Update are hereby approved.
B. The City Manager or her designee is hereby authorized to negotiate and execute contract(s) with consultant(s) to implement the Commercial Technical Assistance services for up to four years starting in Fiscal Year 2026-2027 and up to SAW:BCK:DJF

C. The City Manager or her designee is hereby authorized to negotiate and execute contract(s) with consultant(s) to implement the Direct-to-Renter Portable Heat Pump Pilot services for up to two years starting in Fiscal Year 2026-2027 and up to $300,000 from the San José Clean Energy Operating Fund (funding for subsequent years will be subject to the appropriation of funds).
