With the integrity of our elections currently so much in doubt this system should not be implemented anywhere, but especially not in San Jose.

Sincerely,

Robert W. Rissel

Our election system should maximize accessibility and encourage broad participation.

For these reasons, I respectfully urge the City Council to reject the adoption of Ranked Choice Voting and retain a voting system that is simple, familiar, and transparent for all voters.

Thank you for your time and consideration of my views. I appreciate your service to our community.

Sincerely,
Rosemary S

There are so many reasons RCV should be banned:

Ranked Choice Voting is complex and confuses large numbers of voters.

Disturbing numbers of mis-marked and therefore discounted ballots emerge in this system. This is disenfranchisement.

Voters unwilling to go against their conscience and indicate even a low ranking for candidates they find completely undesirable will have no say in the ultimate outcome if their first choice(s) is eliminated. This is disenfranchisement.

Ranked Choice Voting flies in the face of the “one citizen/one vote” imperative, and violates the entire democratic process.

While Ranked Choice Voting does eliminate the need for run-off elections when no candidate achieves 50% + 1 of the votes, it leaves the people with the lowest common denominator, desirable in mathematics but anathema in a Constitutional Republic

Districts using RCV have been shown to have lower turnout rates and generally longer delays in the election counting process.

Vote NO on Ranked Choice Voting!

RCV.

Please be advised people are watching & following the money and pressure trails connected to this effort to undermine our elections.

Thank you for entering this into the record.

In your measure, you decided to choose a batch method. Did you tell people that by using the batch method, many of their ranks don’t even matter because a whole bunch of candidates could get eliminated ALL AT ONCE along with the other choices they choose beside the candidate being eliminated? Devil is in detail. We don’t want algorithms to choose who wins. We want to choose who wins at the end. The only way to assure us that is top 2 runoff.

Finally, the city councils cited the reason for this proposal is to save the city money. Is it really? Fact does NOT support this claim.

Ranked Choice Voting is NOT cheaper! Just voter education and outreach cost over $2.7 million per county data!

While county claims it will be a one-time cost, the reality is further from the county’s claim and wishful thinking.

Oakland showed us that even after over 15 years of using RCV, majority of its voters still did not know how to vote correctly using Ranked Choice Voting. Their Registrar of Voter citing more education is still needed after 15 years of consistent education and outreach. How much do you think that will cost EVERY YEAR?

There are many ways to save real money for our city. To start with, you DID NOT need to run a special election for D3, you could have appointed someone until 2026. The city councils did exactly that when both D8 AND D10 were vacant. These 2 districts had their appointed city councils representing them for almost 2 years. D3 can certainly do the same with just 1 year. Also, in 2025, even though SJ Unified Parcel tax fell into the same district as D3, the city chooses to run a separate election just 1 month apart from each other. Why? You could have saved at least $1 million just to run these two contests in one election!

Since there are SO MANY different ways available NOW for you to save the city money, you do not need to completely change how we vote and create so much confusion for the voters. It’s unacceptable for the city to consider this kind of drastic measure without consider other options first.

Vote NO on Ranked Choice Voting!

Ranked Choice voting is virtually un-auditable, which fails to meet the federal standards of election validity and accountability. This is unconstitutional.

RCV is confusing to voters. They should be able to vote for the candidate of their choice and not be forced to rank other undesirable candidates. For the above reasons we ask that you Vote No on Ranked Choice Voting.

Thank you,

David and Terese Mansfield

Finally, please explain the inconsistency of the Council's decision making, why the Council could not appoint an interim member for District 3 in 2025 — as was done for Districts 8 and 10 in 2023 — and instead insisted on holding a special election right before the regular 2026 Mid-term election cycle and then now sells us a complicated, expensive, and potentially manipulative voting method--Ranked Choice Voting for the reason “saving money”????
Sincerely,
Chianfen Huang
District 10 resident

For these reasons and more, please refer the Ranked Choice Voting charter amendment to the November 2026 ballot.

Best regards,
John Dwyer

It’s up to us to show the way.

Far more choice of candi da ates.

That’s what we need to day!"
I truly believe RCV makes our democracy even more democratic, with more choice, voters have more voice!
When a special election to fill a Council vacancy doesn't produce a majority winner, the city has to run a second, separate runoff, and that can cost millions. The most recent vacancy cost roughly $3.6 million across two elections. RCV would settle these in a single, decisive election: lower cost, more voter choice, and a winner chosen in the higher turnout first round.

This measure mandates nothing. It simply gives the Council one more option. Please give San Jose voters the choice.

Sincerely,
Rev. Rowan

The approval of the measure would not mandate the existence of Ranked Choice Voting, but instead, provide voters the opportunity to vote directly for or against it. Please provide San Jose voters this choice.
