A RESOLUTION OF THE COUNCIL OF THE CITY OF
SAN JOSE AUTHORIZING “FREE USE” OF THE JANET
GRAY HAYES ROTUNDA FOR THE PRIVATE,
INVITATION-ONLY 2026 CAREER ONLINE HIGH SCHOOL
GRADUATION CEREMONY AND RECEPTION ON
THURSDAY, AUGUST 27, 202 6, CO -HOSTED BY THE
LIBRARY DEPARTMENT AND THE SAN JOSE PUBLIC
LIBRARY FOUNDATION
WHEREAS, in June 2019, the Council of the City of San José (“City”) adopted Resolution No. 79138 for the fees and charges for use of City Hall Facility and Plaza Use; and
WHEREAS, Resolution No. 79138, Section 13.080, limits free use of the City’s facilities to each City Department for events that 1) qualify as official City business; 2) are free and open to the public; 3) occur on a Sunday through Friday; and 4) are booked thirty (30) days in advance; and
WHEREAS, the City’s Library Department and the San José Public Library Foundation will co-host the private, invitation-only 2026 Career Online High School Graduation Ceremony and Reception (“Graduation Ceremony”) at the Janet Gray Hayes Rotunda on Thursday, August 27, 2026, for Career Online High School graduates and family members, City Council members from the graduate’s respective district, San José Public Library Foundation members, and Career Online High School donors; and
WHEREAS, Resolution No. 79138 does not apply to free use requests for events that are not open to the public, and therefore, City Council approval is necessary to authorize free use for the Graduation Ceremony on Thursday, August 27, 2026; and
WHEREAS, the City finds that the Graduation Ceremony qualifies as official City business because the College and Career Pathways Unit within the Library Department SAW:NXN:CLS

will lead the planning and execution of the event, which recognizes the achievements of participants in a City-sponsored educational program and advances the Library Department’s educational mission; and
WHEREAS, the City desires to allow for the free use of the Janet Gray Hayes Rotunda for the Graduation Ceremony on Thursday, August 27, 2026;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SAN JOSE THAT:
The City Council hereby authorizes “Free Use” of the Janet Gray Hayes Rotunda for the private, invitation-only 2026 Career Online High School Graduation Ceremony and Reception Event on Thursday, August 27, 2026, co-hosted by the Library Department and the San José Public Library Foundation, because of the public benefit from investing in and strengthening learning opportunities and experiences for graduates. //
