Recommendation
(a) Approve the receipt of gifts received by City Officials in an official capacity as a representative of the City in accordance with San José Municipal Code Section 12.08.120.B. (b) Approve travel to Tampa, Florida, from September 22–25, 2026, and excuse the following Councilmembers from the meetings listed below due to authorized City business (San José Chamber of Commerce Annual Study Mission):
(1) Mayor Mahan and Mayor’s Office staff Jessica Barriga (Source of Funds: Mayor - Mayor/Council Travel Budget; Mayor’s Office staff - Mayor’s Office Budget; Travel Dates:
September 22, 2026 to September 25, 2026; Meeting: none). (2) Councilmember Tordillos (Source of Funds: District 3 Council Office Budget; Travel Dates: September 22, 2026 to September 25, 2026; Meeting: September 22, 2026 San José City Council).

RECOMMENDATION: Authorize travel for Mayor Mahan and Mayor’s Office staff Jessica Barriga to Tampa, Florida on September 22 – September 25, 2026, for Chamber Study Session. The full dates of the trip are listed here for purposes of Staff travel, but Mayor Mahan will not be missing any City or non-City legislative body meetings.

Purpose:
The San Jose Chamber of Commerce Study Mission trip is an annual gathering of key Silicon Valley business and community leaders to learn best practices and bring back ideas to make their communities a better place to live and work. This year’s program features a 3-day intensive exploration of how strategic investments in sports, entertainment, and waterfront redevelopment have revitalized the urban core and fueled long-term economic growth. By visiting transformative projects such as Water Street Tampa and the Tampa Riverwalk, participants will learn how collaborative public-private partnerships, placemaking, and destination development can drive vibrant, resilient communities.
Pursuant to Council Policy 9-5 Travel by Elected and Appointed City Officials, Mayor’s travel falls as an allowable use under the Mayor/Council Travel Budget under F.4.d, the annual City-to-City trip sponsored by the San Jose/Silicon Valley Chamber of Commerce.

Economic Development Policy Director, Jessica Barriga, from the Mayor’s Office will also attend to staff the Mayor and bring back the best valuable insights, practical ideas, and opportunities to build stronger relationships with fellow civic and business leaders.
Her participation will ensure that knowledge transfer and staff to staff relationships are enduring and beneficial to San Jose.

This year’s program will provide insights into Tampa’s progress on sports-anchored economic development and intentional downtown investment— insights that will greatly serve the San José City Council as we look past SJ26 and strive to build a city and a downtown that is vibrant and active year-round, not just during major entertainment/sporting events.
