SUBJECT: General Plan 4-Year Review Policy Framework

RECOMMENDATION

Defer action on the General Plan 4-Year Review Policy Framework for four weeks, to allow staff additional time to engage directly with the community, stakeholders, and elected officials.

ANALYSIS

Given the potential impact of the proposed P-35 and Missing Middle Housing policies on established single-family neighborhoods, I believe the community would benefit from an additional public meeting focused solely on the proposed changes.

This additional meeting would provide residents with an opportunity to better understand the proposal, have their questions answered, and review the potential impacts on their neighborhoods, prior to City Council providing the final direction.

An up to four-week delay is a relatively modest amount of time in the context of the long-term General Plan process. This would still provide ample time for staff to complete their work in anticipation of the December 2027 deadline.

The goal is not to delay housing production. The goal is to make sure we get the policy right, before making decisions that could permanently change the character of our neighborhoods.
