Please allow me to start by thanking you for allowing the community an additional week to study this proposal.

Moving on to the proposed project itself, I applaud staff for taking a franchise approach to the delivery of this project.

Having said this, please allow me to close off with a couple of comments about the project itself and the proposed Community Benefits Agreement which does not adeguatelv. comP-ensate the 2,400 households south of Santa Teresa Boulevard between Cottle Road and Bernal. 1) Project location
The location of the proposed l 00MW lithium-ion battery plant right next to a densely populated neighborhood including 3 hotels, 3 churches, a gas station, a strip mall (consisting of a Lucky, ACE, Ross, Staples, Starbucks, McDonald , etc.) is glaringly insensitive to the surrounding context and should be reconsidered pending the establishment of citywide standards for battery storage plants.

2) Connection to the grid
Assuming Council rejects the consideration of relocation to a more appropriate site, the next question is why it should be necessary to connect this plant to the Santa Teresa substation via Santa Teresa Boulevard (orange alignment). Specifically, has any consideration been given to connecting this plant to the same substation as the Hummingbird 75MW battery plant ½ mile away (green alignment) and, if not, why not?
3) Additional Community Benefits

Finally, assuming this project does go ahead as currently planned, I am respectfully requesting that Council consider requesting $1M in additional Community Benefits from the applicant to compensate for the construction impacts to the 2,400 households immediately south of Santa Teresa boulevard during construction of the 1.3-mile vault between the proposed site and the Santa Teresa substation on Miyuki drive. This additional $1M community benefit should be earmarked f or the extension of Albertson Parkway to Miyuki Drive, a project that has been dear to the Santa Teresa Bernal Neighborhood Association for over two decades.

Respectfully presented for your consideration.
